Millennium Road Project fully completed after 21 years www.montsame.mn

A 67-km Tosontsengel-Uliastai road was commissioned today, June 27, completing the Millennium Road project, which was aimed at connecting 21 aimags of Mongolia with the capital city by paved roads. The opening ceremony was attended by Prime Minister of Mongolia L.Oyun-Erdene along with some members of the State Great Khural and the Government.
“Today is marking the historic day when this road is commissioned and Mongolia has fully connected 21 aimags with the capital city of Ulaanbaatar by paved roads. The Millennium Road project, which stretches for more than 7,000 kilometers, has been successfully completed after 21 years. This is a clear example of how long it takes to implement a long-term development policy, and how success can be achieved if the continuity is maintained”, said Prime Minister L.Oyun-Erdene before thanking the relevant authorities, investors, engineers, and technicians for their efforts in making the project success.
While expressing his delight with the fact that the commissioning of the auto road coincides with the first summer of the ‘New Revival Policy’, the Prime Minister stressed that this is one of the few projects that has fully resolved the investment issue in accordance with the policy of resolving the financing of large projects and programs that have been stalled for many years and have not been completed yet.
This summer, major construction projects such as the construction of the 416-kilometer Tavan Tolgoi-Gashuunsukhait railroad and the 226-kilometer Zuunbayan-Khangi railroad will be completed and the construction of the Bichigt-Zuunkhatavch and Artssuuri-Shiveekhuren railroads will commence. As a result, all the border ports will be connected by auto roads and strategic ports by railroads. This will enable Mongolia to increase its capacity for transportation, logistics, and volume of exports and imports by 3-4 times.
It was highlighted during the ceremony that the commissioning of the road has shortened the travel duration between Tosontsengel and Uliastai to 30-40 minutes, which used to take 2-3 hours.
At the end of his remarks, the Prime Minister expressed confidence that this road would play an essential role in enhancing economic and social development as well as tourism development of Zavkhan aimag.

Ulaanbaatar Dialogue on Northeast Asian Security wraps up www.montsame.mn

The 7th ‘Ulaanbaatar Dialogue on Northeast Asian Security’, which was held between June 23 and 24 wrapped up.
In his closing remarks, Secretary of State of the Ministry of Foreign Affairs N.Ankhbayar said that Mongolia had successfully organized the 'Ulaanbaatar Dialogue' international conference, which was suspended in 2020-2021 due to the COVID-19 pandemic, and that government officials and scholars exchanged views on security issues in the Asian region, ways to overcome them and build trust. Noting that the conference has become a traditional platform for discussions on regional security issues, he emphasized that dialogue is the ideal way to resolve any regional and international issues.
After the closing session, a delegation from the conference visited the State House and posed for a photo with the President of Mongolia U.Khurelsukh.
The conference was attended by about 150 representatives from more than 20 countries, about 30 international organizations and research institutes.

US court upholds Arizona land swap deal for Rio Tinto copper mine www.reuters.com

A US appeals court has ruled that the federal government may give thousands of acres in Arizona to Rio Tinto Plc for a copper mine, upholding a lower court’s ruling and rejecting a request from Native Americans who said the land has religious and cultural import.
The 2-1 ruling from the San Francisco-based 9th US Circuit Court of Appeals, issued late Friday night, essentially defers to a 2014 decision made by the US Congress and then-President Barack Obama to give the land to Rio for its Resolution Copper project as part of a complex land swap deal.

Apache Stronghold, a nonprofit group comprised of members of the San Carlos Apache tribe and others, said it would appeal to the US Supreme Court.
The Arizona dispute centers on the federally owned Oak Flat Campground, which some Apache consider home to deities and which sits atop a reserve of more than 40 billion pounds of copper. If a mine is built, it would create a crater 2 miles (3 km) wide and 1,000 feet (304 m) deep that would destroy that worship site.
Rio and minority partner BHP Group Plc have already spent more than $1 billion on the project without producing any copper.
While two judges said they were sensitive to Apaches’ religious concerns, they stressed their ruling was narrowly tailored to the question about whether the government can do what it wants with its own land and whether the land transfer would prevent Apaches from practicing their religion.
“As we reach this conclusion, we do not rejoice. Rather, we recognize the deep ties that the Apache have to Oak Flat,” the court said it its 58-page ruling. “This dispute must be resolved as are most others in our pluralistic nation: through the political process.”
The dissenting judge said it was “absurd” and “illogical” to think the land swap would not impede Apaches’ religious rights.
A bill under consideration in the US Congress would undo the 2014 land swap, though its fate is unclear. President Joe Biden took steps to pause the land swap last year, though he has few options to delay it indefinitely.
“All the evidence suggests that the land exchange was meant to facilitate mineral exploration activities – nothing more and nothing less,” the court said in the ruling. The proposed mine project comes as demand jumps for copper to make electric vehicles (EVs) and other electronic devices.
Wendsler Nosie, one of the leaders of Apache Stronghold, denounced the decision. “My children, grandchildren, and the generations after them deserve to practice our traditions at Oak Flat,” he said.
Rio, which is based in Australia and Britain, said it would continue to talk with Apaches and others opposed to the mine. “There is significant local support for the project, however, we respect the views of groups who oppose it and will continue our efforts to understand, address and mitigate these concerns,” said Rio spokesperson Simon Letendre.
Mila Besich, the Democratic mayor of Superior, the town closest to the campground, and a supporter of the mine, said she was relieved by the ruling. “The 9th Circuit ruling provides further confirmation that the permitting must continue,” Besich said.
Representatives for BHP were not immediately available to comment. Terry Rambler, chairman of the San Carlos Apache tribe, was not immediately available to comment.

Rio Tinto to help Mongolia tackle desertification www.news.mn

Rio Tinto Ltd on Friday signed an agreement with Mongolia’s environment ministry to address climate change and desertification issues in the country where the global miner operates the massive Oyu Tolgoi copper mine.
Between 2022 and 2026, the Anglo-American miner’s local unit will help the east Asian country tackle its national climate change commitments, as the region faces increasing number of natural and climate disasters, including forest fires and droughts. Rio Tinto’s local unit, the Ministry of Environment and Tourism of Mongolia will establish a joint team to develop and execute projects to tackle climate change and desertification. The team will also to an extent implement 2030 sustainable development goals.
While the global average temperature has warmed by 0.86 degree Celsius (33.548 Fahrenheit) in the last century, Mongolia’s average temperature has risen by 2.25С in the last 80 years, Rio said in a statement.
Oyu Tolgoi is one of the world’s largest-known copper and gold deposits located in the South Gobi region of Mongolia, a land-locked nation between China and Russia prone to earthquakes and natural disasters. Turquoise Hill Resources holds a 66% stake in the mine, with the remaining 34% interest owned by the Mongolian government. Rio Tinto has a 51% stake in Turquoise and is vying for the full control of the Canadian miner.

Mongolia’s ambitious road construction completed www.news.mn

In 2001, the Mongolian Government launched the Millennium Road project to connect all 21 provinces to the capital city of Ulaanbaatar with paved roads. After 21 years, the project has finally completed as Mongolia constructed more than 7000 km paved roads.
On Sunday (26 June), Mongolia opened the 67 km road between Tosontsengel and Uliastai cities of Zavkhan province. The most difficult part of the Uliastai–Tosontsengel road is the Mountain pass Zagastain Davaa (‘Fish Pass’) is 48km northeast of Uliastai. Travelers usually spend 2-3 hours for driving through the mountain pass. Now, the time has been cut to 30-40 minutes as paved road completed en route Uliastai–Tosontsengel.

MIAT plans to launch B737-8 operations in July www.news.mn

MIAT – Mongolian Airlines is planning to launch B737-8 operations in July 2022, more than three years after the delivery of the only unit of the type, but will only proffer it to the ACMI market for the time being.
Broker Zela Aviation said EI-MNG would be available for long-term wet-lease deals. The aircraft is configured for up to 162 passengers, including 12 in business class.
MIAT took delivery of the aircraft on March 10, 2019, a few days before the type was grounded globally. Even though the B737 MAX was cleared to fly in the United States in late 2020 and subsequently in most other countries, Mongolia’s only two neighbours, China and Russia, have yet to permit its operations.
As such, MIAT cannot operate the aircraft commercially on international routes. Flightradar24 ADS-B data shows it operated a single technical flight in March 2022. Since then, EI-MNG has been stored at Uléi. It is owned by Avolon, the ch-aviation fleets ownership module shows.
The Mongolian flag carrier also operates three B737-800s and a single B767-300(ER). The B767 is also available for long-term wet-lease commitments through Zela Aviation, while one of the B737s will become available starting with the Winter 2022 season.
Separately, the Mongolian Government has decided to provide USD 46mn in soft loans to MIAT in order supporting the airlines to attract tourists.

Judo: Women shine on Day 3 of Mongolia's Ulaanbaatar Grand Slam www.euronews.com

After two fantastic days of Judo in Mongolia, Day 3 of the inaugural Ulaanbaatar Grand Slam saw the whole judo world on tenterhooks for the heavyweights.
In front of a packed-out stadium, the final day saw the women rise to the occasion, showcasing incredible power and skill.
Among them was the under 78-kilogramme Japanese judoka and 2015 World Champion, Umeki Mami.
She took on Israel’s Inbar Lanir who has been making her mark in the category. But Umeki’s experience won out, with a powerful uchi-mata, winning her 9th World Judo Tour gold medal.
"My opponent in the final has a lot of momentum behind her at the moment. I decided to focus on a strong gripping tactic so that I could win the contest," Umeki Mami, gold medalist in the -78kg category said.
Mami was awarded her medal by a Mongolian parliament MP Damdiny Tsogtbaatar.
Mongolian hopes dashed in the +78kg category
In the over 78 kilogramme category, local hopes rested on the ever-consistent Adiyasuren Amarsaikhan. The heavyweight Mongolian had the support of the crowd and her teammates and dominated throughout her fights to earn a spot in the final.
There she met one of the most dynamic fighters in the category, Raz Hershko of Israel.
Hershko used her well-known dropping attacks, which although did not score, opened up an opportunity to transition into groundwork. A strong pin ended hopes for a Mongolian gold at the heavyweights.
The medals were awarded by Mongolian MP Badmaanyambuugiin Bat-Erdene.

Korea’s Kim Hayun delivered a phenomenal ippon in the over 78kg bronze contest. After winning the Grand Prix in Portugal earlier this year, and taking bronze in Paris, she is surely one to watch in the category.
Day 3 medalists
After the three days of competition, the IJF neutral banner topped the medals board with five gold medals, two silver and two bronze.
Japan tallied four gold, one silver and two bronze; Mongolia came third, with a total of two gold medals, four silver and five bronze.
The popularity of judo in Mongolia has grown immensely, largely due to their recent successes, and the young heavyweights were there to prove that the future is bright. Thank you, Ulaanbaatar, for hosting a great event and see you next year!

Bichigt and Ulikhan ports’ development issues discussed with ambassadors www.montsame.mn

On June 23, Prime Minister L.Oyun-Erdene received Ambassador Extraordinary and Plenipotentiary of the Russian Federation to Mongolia I.K.Azizov and Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to Mongolia Chai Wenrui.
Stressing that the great importance is being given to the development of border crossings within the framework of the New Revival Policy of the Government of Mongolia, the Prime Minister asked the ambassadors to pay special attention to the development and modernization of border crossings.
Prime Minister L.Oyun-Erdene expressed interest in cooperating closely to expand the Ulikhan border point on the Mongolian-Russian border, build a paved road to the border point and increase traffic.
Last May, the Prime Minister visited Umnugobi aimag to inaugurate the construction of a transloading terminal at the Gashuunsukhait border checkpoint, and to become acquainted with Tavantolgoi-Gashuunsukhait railroad complex project. Following the Prime Minister's visit to China, talks on Gashuunsukhait-Gantsmod border point development and related construction works have been intensified, for which Prime Minister L.Oyun-Erdene thanked the Chinese Ambassador for his effort.
The PM said that construction of the new Zuunbayan-Khangi railway, a new export and import gateway, has commenced and is expected to be commissioned in the fourth quarter of this year. Construction of a transloading terminal is underway at Shiveekhuren border point. Therefore, the Chinese Ambassador was requested to pay special attention to increase the freight traffic at the permanent border crossing between the two countries, to resume the operation of Bichigt-Zuunkhatavch port in the near future, to commence passenger transportation as well as create conditions for mutual travel of citizens.
The ambassadors said that they would introduce the proposal of the Prime Minister of Mongolia to their Governments.

Mongolia-Germany trade and economic relations to be expanded www.montsame.mn

The regular political consultative meeting between the Ministry for Foreign Affairs of Mongolia and the Federal Foreign Office of Germany was held in Ulaanbaatar on June 23.
The meeting was attended by Deputy Director of the Asia-Pacific Department of the Federal Foreign Office of Germany Dr.Martin Tummel.
During the meeting, the two sides exchanged information on the current social and economic situation of the two countries and the implementation of goals, and discussed a wide range of issues on the bilateral cooperation between Mongolia and Germany, as well as within regional and international organizations.
The sides had a discussion on various topics covering Comprehensive Partnership cooperation such as expanding bilateral trade and economic relations, deepening cooperation in defense, culture, education and transport fields, intensifying bilateral dialogue mechanisms as well as marking the 50th anniversary of the establishment of diplomatic relations between the two countries.
The German side informed that the country is resuming its official development assistance and cooperation to be implemented in Mongolia, and affirmed to launch bilateral talks in near future.

Russian SWIFT replacement ready for BRICS – Putin www.rt.com

Russian President Vladimir Putin said on Wednesday that banks from BRICS nations can freely connect to the System for Transfer of Financial Messages (SPFS), Russia’s alternative to SWIFT.
While addressing a BRICS business forum, Putin said that together with its partners – Brazil, India, China and South Africa – Moscow is developing reliable alternatives for international payments.
“The Russian system for transmitting financial messages is open to connecting banks from the five countries,” he said, adding: “The geography of the use of the Russian payment system Mir is expanding.”
The Russian president also noted that work is underway to create an international reserve currency based on a basket of BRICS currencies.
SPFS has similar functionality to SWIFT and allows the transmission of messages between financial institutions in the same format. It was created by the Bank of Russia as an alternative to the Belgium-based system in 2014, when Moscow was hit with Western sanctions over the conflict in Ukraine.
In April, Russian Central Bank governor Elvira Nabiullina said most Russian lenders and 52 foreign organizations from 12 countries had received access to SPFS, and that the regulator would keep the identity of payment system members secret.
