Germany takes control of stakes in Rosneft oil refineries www.bbc.com

The German government has taken temporary control of two subsidiaries of the Russian energy giant Rosneft.
The move by the government puts it in charge of Rosneft's stakes in three refineries in the country.
This includes a key facility in the northeast of the country which supplies around 90% of Berlin's fuel, and in which Rosneft held a majority stake.
Germany's economy ministry said the move was necessary to counteract an impending threat to energy security.
In a similar move in April, Germany took control of subsidiaries of Russian gas giant Gazprom.
On Friday, the German government handed control of the PCK Schwedt refinery in Brandenburg to the national energy regulator, along with stakes in two other refineries in the south of the country.
The economy ministry said the move was necessary because critical service providers and customers were no longer willing to work with Rosneft, putting the continued operation of the refineries under threat.
The Schwedt refinery is Germany's fourth-largest and is the main supplier of petrol, diesel and aviation fuel for Berlin and the surrounding area. Rosneft has a 54% stake in the facility.
The refinery has received all its crude from Russia via the Druzhba pipeline since it was built in the 1960s. Parts of western Poland are also supplied by Schwedt.
It's less than a year since Rosneft agreed to buy out Shell's holding in PCK, a move that would have given it more than 90% ownership of the vital Schwedt refinery.
That deal was scuppered by the Ukraine war. Now the German government has control - a symbol of the vast changes imposed on Europe's energy sector by the conflict.
In happier times, the refinery would take in vast quantities of crude brought from central Russia through the Druzbha pipeline, and pump out refined products for Berlin and Brandenburg.
But with Germany having pledged to boycott Russian oil, even though the pipeline itself is not covered by the EU's forthcoming embargo, new sources of supply will have to be found.
With Rosneft in charge that was seen as an impossible task. There were concerns in Berlin that the Russian firm would simply suspend operations at the plant, rather than use non-Russian oil.
That headache has now been removed - although it's not yet clear where alternative supplies will come from.
Rosneft Deutschland, which accounts for about 12% of German oil processing capacity, will fall under the trusteeship of the Federal Network Agency regulator, which said the original owner no longer had authority to issue instructions. The regulator was also handed control of Rosneft subsidiary RN Refining and Marketing.
"With the trusteeship, the threat to the security of energy supply is countered and an essential foundation stone is set for the preservation and future of the Schwedt site," Germany's economy ministry said.
It claimed critical suppliers such as insurance companies, IT providers and banks were no longer willing to work with Rosneft, either with the subsidiaries themselves or through the refineries.
The Federal Network Agency has also taken control of Rosneft Deutschland's shares in the MiRo refinery in Karlsruhe and Bayernoil refinery in Vohburg. Rosneft owns 28% and 24% stakes respectively.
Germany needs to stop Russian oil imports by the end of the year under European sanctions imposed over Russia's invasion of Ukraine.
The ministry said Friday's move included a package to ensure the Schwedt refinery could receive oil from alternative routes.
It is unclear who could step in to replace Rosneft as operator of the refinery. Shell, which owns a 37.5% stake in Schwedt, has wanted to withdraw for some time.
Germany said this week it would step up lending to energy firms at risk of being crushed by soaring gas prices after Russia cut supplies to Europe in retaliation for Western sanctions.
German utility Uniper said on Wednesday that the government might take a controlling stake, saying an earlier state rescue package worth €19bn euros was no longer enough.
The government has also put SEFE, formerly known as Gazprom Germania, under trusteeship after Russian energy giant Gazprom ditched it in April.

Uranium price soars due to power supply crisis www.rt.com

Uranium prices have surged to their highest level in a decade, reflecting investors’ optimism in relation to prospects for nuclear fuel demand as the energy crisis keeps raging across Europe, the FT reported this week.
According to nuclear fuel market research and analysis firm UxC, as cited by the media, uranium futures were last traded at these levels 10 years ago, disregarding the sharp spike triggered by the start of Russia’s military operation in Ukraine and subsequent sanctions introduced against Moscow by Western countries in response.
The price of yellowcake, uranium concentrate powder obtained from leach solutions in an intermediate step in the processing of uranium ores, grew 7% to more than $50 per pound. Analysts at the Bank of America expect the price to soar to $70 per pound as early as next year.
The surge is attributed to the latest increase in demand for the commodity across Europe, where the energy crisis is deepening, as well as to improving sentiment towards the divisive fuel in other regions, such as Japan, the US state of California, and Germany.

“Germany and California have been two of the most negative jurisdictions in the world on nuclear, and both of them are coming around. I would say hell would freeze over before that would happen,” said Per Jander, director of nuclear and renewables at WMC Energy, a commodity merchant, as quoted by the FT. “It will have an immediate impact on the market.”
According to analysts, the market still remains vulnerable to a potential reduction in uranium supplies from sanctions-hit Russia. Although the nation accounts for only 5% of the world’s uranium production, it is responsible for more than two-fifths of active worldwide enrichment capacity, according to Berenberg data.
“The removal of Russia from the global nuclear fuel chain has the potential to be a source of disruption and price volatility,” Berenberg analysts said in a report seen by the media.

Inflight Dublin has been selected by MIAT Mongolian Airlines to provide inflight entertainment (IFE) content and wireless solutions.
Inflight Dublin will be deploying its wireless IFE solution, Everhub, on four of MIAT’s aircraft including three B737’s and one B767. The DO-160G certified hardware will be complemented by the Everhub browser-based software which features a Graphical User Interface (GUI) in both Mongolian and English.
MIAT will have access to the back-office Control Centre which enables them to manage aspects of the hardware, software, and content offering as well as update their own advertisements. Ambassador of Mongolia in India, D.Ganbold met with Indian State Minister for Tourism and Culture V Srinivas Goud on Thursday to discuss the setting up of a Mongolian Buddhist monastery and stupa at Buddhavanam near Nagarjunasagar.
H.E. Mr. D.Ganbold requested to allocate land at Buddhavanam for the construction of a Mongolian Buddhist Monastery and Stupa.
During his visit to Buddhavanam along with a few other officials on Wednesday, D.Ganbold said that he believe that there should be some Mongolian presence at the spiritual site, either in the form of educational institutions or a stupa.
Buddhavanam, a Buddhist heritage theme park spread across 274 acres in Nagarjunasagar and developed by the Telangana government spending `100 crore, is the largest Buddhist tourism centre in Asia.

Agreement on financial package of USD25 million signed www.montsame.mn

The package consists of an EBRD loan of up to USD 18.75 million and concessional financing of up to USD 6.25 million provided by the Green Climate Fund (GCF). Turquoise Hill holder Pentwater ups stake, rejects Rio Tinto bid www.mining.com

Pentwater Capital Management LP, the second-largest investor in Turquoise Hill Resources (TSX: TQR) has increased its stake in the Canadian company while again rejecting Rio Tinto’s C$43-a-share offer for the 49% of the miner it doesn’t already own.
The activist investor disclosed it had bought around 1.24% of common stock at C$41.01 per share in Turquoise Hill, for a total of C$102.5 million on September 15. It means it currently owns 13.77% of Turquoise Hill’s shares
Rio Tinto (ASX, LON: RIO) agreed earlier this month to take over Turquoise Hill after sweetening an initial offer by around 20% to “a best and final” $3.3 billion.
Pentwater, which joined minority shareholder SailingStone Capital Partners in publicly opposing Rio Tinto’s offer as too low, restated its discontent.
“The proposed price implies an equity value of C$8.65 billion, which is a fraction of the free cash flow that Pentwater expects Turquoise Hill to generate over the next decade,” it said in the statement.
Pentwater noted it expects Turquoise Hill to generate over C$10.5 billion of free cash flow through 2030 assuming a $3.50 per pound copper price and almost C$14.2 billion of free cash flow assuming copper prices of $4 per pound.
It also said it was weighing options to thwart the deal, including but not limited to the possible exercise of dissent rights or other legal action.
Rio’s offer requires two thirds of shareholders, including Rio Tinto’s, to vote in favour. More than 50% of minority shareholders must approve it.
The final bid represents a 67% premium from Turquoise Hill’s closing price of C$25.68 a share on March 11, the trading day prior to the initial proposal.
Third largest copper-gold mine
Pentwater has said the proposed premium is unacceptable for a mine that it expects to be “the third largest copper and gold mine in the world with a mine life in excess of 90 years.”
Some analysts believe that Rio Tinto will need to increase its offer to win over some minority shareholders and so hold a direct majority stake in the massive Oyu Tolgoi copper-gold mine in Mongolia.
The global miner, which has mined copper from Oyu Tolgoi’s open pit for a decade, will have the task of finishing building the underground section of the mine.
Once completed, it will lift production from 125,000–150,000 tonnes in 2019 to 560,000 tonnes per year at peak output, which is now expected by 2025 at the earliest.
This would make it the biggest new copper mine to come on stream in several years.

Mongolian President says he supports Russia-China oil and gas pipelines through Mongolia www.reuters.com

MOSCOW, Sept 15 (Reuters) - Mongolian President Ukhnaagiin Khurelsukh said on Thursday that he supports the construction of oil and gas pipelines from Russia to China via Mongolia.
Speaking via translator at a trilateral meeting with Russian President Vladimir Putin and Chinese President Xi Jinping at a summit of the Shanghai Cooperation Organisation in the Uzbek city of Samarkand, Khurelsukh backed the plans, proposing studies of their economic feasability.
Khurelsukh said: "We also support the construction of oil and gas pipelines to supply natural gas from Russia to China through the territory of Mongolia and propose to study this issue from the viewpoint of technical and economic justification".
Russian energy giant Gazprom (GAZP.MM) hopes to build the Power of Siberia 2 gas pipeline via Mongolia to China with a view to exporting 50 billion cubic metres of gas per year via the route by 2030. No plans for an oil pipeline via Mongolia have yet been formally proposed.
