Chance image shows how sandstorm unfurls in Gobi Desert www.asahi.com

Kenji Kai, a meteorologist who specializes in yellow dust, reckons he was lucky when his vehicle was engulfed in a sandstorm near the Gobi Desert in Mongolia two years ago.
He managed to record a towering wall of raging sand particles, and the rare video footage taken on a clear day has been released on the online journal of the Meteorological Society of Japan.
“It was the first time for me to see a dust wall firsthand,” said Kai, professor emeritus of meteorology at Nagoya University. “The encounter was totally unexpected and fortuitous.”
He hypothesizes that the area is a “dust hotspot” where geographical features frequently spawn sandstorms among other places in the Gobi Desert.
The vehicle was running about 400 kilometers south-southwest of Ulan Bator before 5 p.m. local time on April 28, 2019, when the dust wall emerged a few kilometers ahead. Kai and other researchers whipped out a digital camera and other equipment to monitor the event.
The footage suggested the sandstorm rose to a height of 600 meters with a maximum wind velocity of 65.52 kph inside it. Visibility was limited to a 10-meter radius or less.
Kai has been surveying airborne fine particles in the Gobi Desert since 2013. Yellow dust particles originate from sandstorms in the desert and other parts of Asia.
The area where the video was shot is no stranger to sandstorms. While Kai had found himself caught in sandstorms there in poor weather conditions, it was the first time to come across one on a fine day.
Kai spent more than a year examining meteorological conditions at the time, along with satellite observation data, to report his findings in a thesis.

Mongolia logs 1,811 new COVID-19 cases, 19 more deaths www.xinhuanet.com

Oct. 3 (Xinhua) -- Mongolia on Sunday confirmed 1,811 new COVID-19 cases over the last 24 hours, bringing the national tally to 310,875, according to a statement by the country's health ministry.
Meanwhile, 19 more people died from the viral disease in the past day, pushing the death toll to 1,260, the ministry said.
Currently, 20,816 COVID-19 patients are being hospitalized across the country, while 61,554 are receiving home-based care due to a shortage of hospital beds and medical staff, according to the ministry.
So far, 65.5 percent of the total population have received two doses of COVID-19 vaccines. However, the resurgence of COVID-19 has continued due to the Delta wave, and around 2,000 infections and nearly 20 deaths have been reported on average each day in the country with a population of around 3.4 million.
The health authorities have urged the public to follow all health protocols, and to receive the booster or third dose of the COVID-19 vaccines.
So far, more than 314,100 Mongolians have received the booster doses.

Australian border to reopen for first time in pandemic www.bbc.com

Australia will reopen its international border from November, giving long-awaited freedoms to vaccinated citizens and their relatives.
Since March 2020, Australia has had some of the world's strictest border rules - even banning its own people from leaving the country.
The policy has been praised for helping to suppress Covid, but it has also controversially separated families.
"It's time to give Australians their lives back," PM Scott Morrison said.
People would be eligible to travel when their state's vaccination rate hit 80%, Mr Morrison told a press briefing on Friday.
Travel would not immediately be open to foreigners, but the government said it was working "towards welcoming tourists back to our shores".
Amy Hayes, who lives in the English town of Reading, Berkshire, and has not been back to Queensland in nearly three years, said it was "encouraging to see things moving in the right direction".
"But I'll believe the borders have reopened when I see it and hear the stories of stranded Aussies being able to get home uninhibited," she told BBC News.
Henry Aldridge is excited to fly back to the UK for Christmas to see his parents and five siblings in London. His partner Shana, a nurse from Ireland who lives with him in Sydney, nearly broke down when they heard the news.
"We're pretty excited," he told the BBC. "The first year and a half [of the pandemic] we looked on at the UK and thought, we're pretty happy here. But the last few months haven't been ideal."
He said as the lockdowns were extended and the country recorded more and more cases, the travel ban started to feel "a bit absurd".
"It seemed silly - you still have to quarantine to come home to a country that's in lockdown," he said.
But David Mullahey in Western Australia - which has restricted entry to Australians in other parts of the country - told the BBC he was against changing the travel rules.
"Covid has hardly touched us here and we've had limited deaths. Why should we risk being put in the same scenario as Victoria and New South Wales?" he said.
"I don't see how we can consider lifting international border controls when the government can't control Covid in those states."
At present, people can leave Australia - which has recorded more than 107,000 cases of Covid-19 and just over 1,300 deaths - only for exceptional reasons such as essential work or visiting a dying relative.
Entry is permitted for citizens and others with exemptions, but there are tight caps on arrival numbers. This has left tens of thousands stranded overseas.
Unvaccinated travellers must still quarantine for 14 days in hotels.
Australian carrier Qantas responded by announcing it would restart its international flying a month earlier. It had already put flights to major overseas destinations on sale from 18 December.
Sydney, Melbourne and Canberra are currently in lockdown due to outbreaks of the virus.
That has helped prompt a surge in the vaccine uptake in recent months.
New South Wales - which includes Sydney - is on track to be first state to cross the 80% threshold, in a few weeks. Victoria - containing Melbourne - is not far behind.
But states such as Queensland and Western Australia have threatened to keep their borders closed until vaccine rates are even higher.
These states have managed to maintain Covid rates at or near zero, after shutting their borders to states with infections.

This is a hugely anticipated announcement for thousands of Australians both here and overseas. No doubt it's an emotional moment for many, after nearly two years of isolation.
Australia's strict border policy has been credited for its success especially early in the pandemic, but the Delta variant has changed everything.
Western Australia and Queensland are still going for an elimination policy, meaning they have been quickest to close their borders to other parts of Australia.
It's a very different picture in NSW, the most populous state, where the policy has changed from elimination to vaccination.
All of that is going to make the practicalities of reopening international borders quite tricky.
Airlines have already said they're not ready for the ramping up of services this reopening will require. And with so many details still vague in terms of restrictions and proof of vaccination, this could be a potential headache for border authorities too.
NSW or Victoria may allow their fully vaccinated residents to travel abroad and come back to home quarantine but Western Australia, for example, will most likely be reticent to do that and take on increased risk.

Turning Japanese: The ninth Mongolian-born sumo wrestlers get citizenship www.news.mn

Sumo wrestler Ichinojo A.Ichinnorov, who holds the sport’s fourth-highest rank of komusubi, has given up his Mongolian nationality and become a Japanese citizen.
By obtaining Japanese citizenship, the giant 28-year-old grappler, who stands 190 centimeters and weighs 206 kilograms, can become a stablemaster after retirement.
Ichinojo made his professional sumo debut in 2014 after moving to Japan and entering the famed sumo club at Tottori Johoku High School. Joining the Minato stable, he quickly rose through the ranks and debuted in the top makuuchi division just four tournaments after turning professional.
He posted a winning 8-7 record at the just-concluded Autumn Grand Sumo Tournament, where he returned to “sanyaku”, the three ranks below yokozuna, for the first time in 13 meets.

2022 State Budget framework statement presented to Speaker www.montsame.mn

On September 30, Minister of Finance B.Javkhlan presented bills on amendments to the 2022 State Budget framework statement and the Budget Assumption for 2023-2024 to Speaker G.Zandanshatar.
The Government of Mongolia has implemented certain measures on recovering the economy, protecting public health and citizens’ livelihood, and supporting entities during the COVID-19 pandemic. As a result of the quick actions taken in terms of healthcare, 65.5 percent of the country’s total population have been fully vaccinated so far. Taking these factors into consideration, Mongolia’s economy has been projected to grow by 6.3 percent in the first half of 2021, and 6.5 percent in the latter half as well as a growth of 5.0 percent in 2022.
“The 2022 State Budget bill focuses on putting efforts into the country’s post-pandemic economic recovery by increasing employment and productivity and diversifying the economy, and implementing policy measures on stabilizing economic growth for the mid-term. Thus, in order to implement the policy on economic recovery in 2022, it became necessary to amend the core specifications of the economy that is reflected in the 2022 State Budget framework statement and Budget assumption for 2023-2024,” introduced the Finance Minister.

Autumn session of State Great Khural opens www.montsame.mn

A regular autumn session of the State Great Khural (Parliament) of Mongolia has opened today, October 1, with 74.3 percent turnouts.
The resolution on the agenda of the autumn session was approved by the Parliament on July 8, 2021. Accordingly, a total of 72 bills will be discussed during the autumn session.
The opening of the session has been virtually attended by heads of foreign diplomatic missions in Mongolia, Ulaanbaatar city officials and officials appointed by the Parliament.

Tesla shrugs off chip crisis as electric vehicle deliveries hit another record www.rt.com

Electric car giant Tesla has significantly expanded its production and export of made-in-China (MIC) vehicles, reaching a new all-time record last month, data from the China Passenger Car Association (CPCA) has revealed.
In August, its total volume of sales reportedly increased 275% year-over-year, and amounted to 44,264 units, including 31,379 for export. The month-over-month increase reportedly totalled 29%.
Meanwhile, local sales of China-made cars rose to 12,885 vehicles last month, compared to the 8,621 that were sold in the country in July. The relatively low level of local sales has been attributed to the company’s major focus on exports. However, domestic sales of Model 3 sedans and Model Y sport-utility vehicles saw a growth of 9% year-over-year.
The growth in sales and output comes amid severe worldwide chip shortages, which continue to weigh on automakers across the world.
In July, Tesla unveiled a cheaper, lower-range, made-in-China Model Y. Its lower price makes the vehicle eligible for government subsidies, which brings the price down to $42,600 – nearly 20% less than the longer-range Model Y. The automaker also lowered the starting price for Model 3 sedans.

Foreign investors are losing out in Evergrande's battle to survive www.cnn.com

Hong Kong (CNN Business)The endgame for Evergrande is still up in the air. But the troubled Chinese conglomerate is starting to get its priorities in order — and foreign investors look to be bottom of the list.
In recent days, the property giant has worked to clear some tabs with domestic lenders as it tries to sort through its $300 billion mountain of debt. But the firm has stayed silent on two interest payments to offshore investors that came due in the past two weeks.
Those interest payments were due on dollar-denominated bonds: one for $83.5 million, and the other $47.5 million. Deadlines came and went last Thursday and this Wednesday, respectively, with no official update.
That suggests that the company's priority is to pay back Chinese investors first, if it can pay them back at all. It's also under huge pressure from Beijing to protect people who bought its apartments and have not yet taken possession of them. China's real estate sector and related industries are estimated to account for about 30% of GDP, and officials want to avoid a wider crisis.
On Wednesday, Evergrande announced it had agreed to sell part of its stake in a local bank to a state-owned business for nearly 10 billion yuan (about $1.5 billion).
In a stock exchange filing, the developer said that its cash crunch had hurt the operations of Shengjing Bank "in a material way," and that the lender had demanded that all proceeds from the sale be used to resolve "financial liabilities" between the two parties.
Evergrande also recently reached an agreement on interest due on a yuan bond, saying the matter had been "settled through negotiations."
It might be some time before the company's future comes back into focus: Mainland China has just kicked off a major, week-long public holiday. But markets are open next week in Hong Kong, where Evergrande's shares and some of its bonds trade. And rumors about its fate could continue to rattle stocks.
Adam Slater, lead economist at Oxford Economics, said that investors will keep an eye out for any developments, or even rumors.
"Global markets may still react," he told CNN Business.
No sign of a 'Lehman moment'
Evergrande is China's most indebted developer, and its huge liabilities include nearly $20 billion in international bonds, according to data provider Refinitiv Eikon.
But because foreign lenders hold a "relatively small share" of Evergrande's overall debt, their losses "won't be large enough to cause any significant international contagion," said Slater.
"Imposing losses on them frees up funds to compensate domestic creditors, suppliers [or] consumers," he added.
According to Slater, the scale of the potential damage to overseas creditors "looks manageable." He estimated that they could ultimately lose about $15 billion, assuming current bond pricing "accurately reflects the ultimate recovery value of Evergrande's offshore bonds."
"This is not especially large as corporate defaults go," he noted.
In recent weeks, international investors have been swayed by fears of contagion from Evergrande and a slowdown in Chinese growth. The situation last month prompted panic in global markets, as well as large protests in China.
Some have even raised the possibility that a default by Evergrande could turn into China's Lehman Brothers moment, though many analysts say that is unlikely.
Slater said that while a collapse of Evergrande would be significant, "it's not a 'Lehman moment.'"
The priority for Chinese authorities "seems to be to prevent domestic contagion of Evergrande's problems, especially contagion that would hurt consumers and suppliers," he noted.
"Markets assume — probably correctly — that the Chinese authorities will contain the impact of Evergrande's financial woes."
Beijing has few good choices, though. It will want to protect the many Chinese people who have bought unfinished apartments from Evergrande, as well as construction workers, suppliers and small investors.
According to recent analysis from Bank of America, Evergrande has sold 200,000 housing units that have not yet been handed over to buyers.
The government will also want to limit the risk of other real estate firms going under. At the same time, Beijing has long been trying to rein in excessive borrowing by developers — and it won't want to dilute that message.
So far, experts say that potential outcomes include a Beijing-backed bailout, restructuring or default.
China moves to protect consumers
In recent weeks, the government has turned its focus to limiting fallout from the crisis and protecting ordinary people, though it has refrained from commenting on Evergrande directly.
In a statement late last month, the People's Bank of China vowed to "maintain the healthy development of the real estate market, and safeguard the legitimate rights and interests of housing consumers."
While it did not refer to Evergrande specifically, the central bank has been pumping cash into the financial system over the last few days to help stabilize the situation and calm nerves.
On Tuesday, it announced that it had added 100 billion yuan (approximately $15.5 billion) to the system, saying it was to keep liquidity going.
Iris Pang, chief economist of Greater China at ING, said that the move was "a symbolic signal to the market, that the Chinese government is in control of the incident, and is not letting the incident become a crisis."
But even if losses for overseas investors are relatively contained, the crisis could force some to rethink how they lend to other Chinese companies in the future, according to Slater.
He warned that lenders could "decide to 're-price' China [risks] in the light of their treatment in the Evergrande restructuring, and in the light of what the Evergrande problems tell them about the broader risk/ reward trade-off in Chinese debt."
"That in turn depends quite a lot on the exact way the Evergrande restructuring is organized," he added.

Russia & China trade to reach record levels in 2021 – Russian economy minister www.rt.com

Trade turnover between Russia and China has grown by a third since January, according to Russia’s Ministry of Economic Development, which expects further growth this year.
“By the end of the year, there is every chance to reach a historical maximum [in trade turnover with China],” the head of the ministry, Maxim Reshetnikov, said on Wednesday at a meeting of the Russian-Chinese subcommittee on trade and economic cooperation.
Reshetnikov praised the steady confidence Chinese companies have put in the Russian market, shown by prolonged economic activity and the launch of new projects even in the midst of the Covid-19 pandemic. The ministry plans to send four of its representatives to China to work in the Russian trade mission and promote cooperation with emphasis on the digital economy and sustainable development.
Among the issues discussed at the meeting were the restoration of supplies of Russian fish products to China, ensuring uninterrupted export cargoes crossing the Russian-Chinese border by land, and expanding cooperation in agricultural trade.
“We are interested in the implementation of new large projects – the first Russian-Chinese insurance company, the construction of additional capacities of the terminal for receiving and transshipment of liquefied petroleum gas and propylene in Manchuria,” Reshetnikov said.
According to China’s customs administration, trade turnover with Russia at the end of 2020 dropped by 2.9% in annual terms and amounted to $107.76 billion. However, in the pre-crisis years, the indicator grew steadily, rising gradually from $69.52 billion at the end of 2016 to $110.75 billion in 2019. Both countries plan to get back on course as soon as possible, with the goal of increasing the volume of bilateral trade to $200 billion per year.
