Plastic bag ban implemented across Mongolia www.news.mn

A ban on single-use plastic bags across Mongolia came into force on Friday, (1 March) aiming to protect the environment and public health.

Plastic bags are the most common kind of litter in the world and pose a threat to the environment, as well as the health of humans and animals. Uranchimeg, who is director of the clean technology at the Investment and production division at the Mongolian Ministry of Environment and Tourism, noted that for this reason the Mongolian government has decided to ban the use, sale, import and production of single-use plastic bags thinner than 0.035 mm across the country.

The Mongolian Customs General Administration and Mongolian State Professional Inspection Agency will monitor the ban’s implementation.

Individuals and enterprises that violate the ban will be fined from MNT 300,000 (around 114 U.S. dollars) to MNT 1 million (about 380 dollars).

It is estimated that more than 2 million tons of waste, including 500,000 tons of plastic waste, are produced in the country each year. Out of the plastic waste, less than 10 percent is recycled, according to the Mongolian Ministry of Environment and Tourism.

Chief Cabinet Secretariat Oyun-Erdene Luvsannamsrai and MPs including Batzandan Jalbasuren and Bold Luvsanvandan held a press conference at the state palace, yesterday, on the reportedly new facts regarding ownership and purchase of Erdenet Mining Corp.’s (EMC) 49 percent stake. 49 percent of the EMC was brought to Mongolian ownership after Mongolian Copper Corporation (MCC) purchased it from Russia’s Rosneft in 2016. The purchase has since been under considerable political battle since. The facts disclosed today reportedly revealed that the financial scheme the stake was bought, but failed to provide any indication that the purchase was illegal. According to the officials, the case is still under investigation, for the third year.

After being inquired about the fate of Mongolian Government owned 51 percent stake of the same factory, officials led by Mr. Oyun-Erdene said the case is under review. The 51 percent stake owned by the Government of Mongolia has been collateralized at the Standard Bank of South Africa in 2009. Failure to pay the debt led to an arbitral decision. As of today, total amount of fine Mongolian Government, namely the EMC owes the Standard Bank has totalled USD 130 million.

Regarding false accusations made by the Chief of Cabinet Secretariat, Purevtuvshin Tsooj, CEO of MCC turned to the court late last week.

Mongolian hockey team leads the group at ‘Challenge Cup of Asia’ www.montsame.mn

Ulaanbaatar /MONTSAME/ Mongolian team is leading the group with two wins at the ‘Challenge Cup of Asia’ tournament organized by the International Ice Hockey Federation (IIHF) in Kuala Lumpur, Malaysia.

National teams of Malaysia, Mongolia, Singapore, the Philippines, Indonesia, Macau and Oman are competing in the two groups. Mongolian team, which is in Group A with Malaysia, Singapore and the Philippines, beat Malaysian team in the first group match 9-5. On March 4, our team won the second match, beating Singapore national team 13-3. The last group match will be held with Philippines on March 6.

Last year, Mongolian national hockey team turned a new page in the national hockey history, becoming the champion of 2018 IIHF Challenge Cup of Asia.

Mongolian Finance Minister visits Kuwait www.news.mn

Mongolian Minister of Finance Ch.Khurelbaatar in making an official visit to Kuwait on March 4-5 for talks on further boosting relations between the two countries.

The planned visit, the second of such level following the December visit by the Mongolian foreign minister, indicates the depth of the bilateral relations “and constitutes the basis for cooperation in all spheres”.

Dubbing the mission as an opportunity to raise the level of economic and investment cooperation between the two countries, the ministry said the Mongolian finance minister would look, along with the Kuwaiti officials, into economic issues of common concern.

Kuwait and Mongolia are partners in China’s strategic “silk road” initiative, which shares much with Kuwait Vision 2035.

The Mongolian prime minister is scheduled to visit Kuwait later this year. Moreover, the two countries are scheduled to hold the first round of political consultations in April, in addition to convening the second session of the joint economic and technical cooperation commission in the Mongolian capital, Ulaanbaatar.

Two die and four missing after gold mine accident www.news.mn

Two people died and four others are missing after a gold mine collapsed in Mongolia’s central province of Tuv on Thursday afternoon. Officers from the National Emergency Management Agency (NEMA) managed to rescue two miners and pull out the bodies of two others after having dived into 5m of icy water.

According to NEMA, the search for the four missing miners took place in very difficult conditions. The gold mine where the tragedy struck is run by Eco Altan Zaamar.

The General Agency for Specialised Investigation said, the cause of collapse has been identified. However, they have refused to give information to media pending prosecution approval.

The day before the mine collapse, a 4.6-magnitude earthquake struck Zaamar soum. This took place on Wednesday evening.

Australia’s gold production hits new record high www.mining.com

Australia’s gold production hit an all-time high of 317 tonnes in 2018, breaking the previous record of 314.5 tonnes, which stood for 21 years, consultancy Surbiton Associates says.

In the third quarter that ended Sept. 30, the country’s gold output totalled 81 tonnes, making it the third consecutive quarter where it exceeded 80 tonnes, they say in their latest report.

The country's gold production hit an all-time high of 317 tonnes in 2018, breaking the previous record of 314.5 tonnes, which stood for 21 years.
“Overall, production is remarkably stable, despite the ups and downs at individual operations,” Surbiton director Sandra Close said. “If gold output is maintained at current levels in the December quarter, output for the full calendar year 2018 will remain at a near-record level.”

Australia continues to solidify its position as the No. 2 gold-producing nation in the world, just behind China, the consultancy says.

The top five largest producers shifted over the course of the year, Surbiton notes.

Newcrest Mining's Cadia operation in New South Wales was 2018's top producing mine, dethroning Newmont Mining's Boddington operation in WA.

Cadia yielded just over 750,000 ounces while Boddington produced 710,000 ounces.

Newmont and Barrick Gold's Super Pit dropped to third last year.

Newmont's Tanami in the Northern Territory was fourth with 496,000 ounces of gold, while AngloGold Ashanti and Independence Group's Tropicana mine in WA was fifth with 477,908 ounces.

This year, Surbiton says, the country will benefit from additional production coming from Gold Fields and Gold Road Resources' new 300,000 ounces a year Gruyere mine in Western Australia. It will be also boosted by Kirkland Lake Gold's Fosterville mine in Victoria, which is expected to yield a record of about 600,000 ounces.

Defending champions Mongolia beat hosts Malaysia at Ice Hockey Challenge Cup of Asia www.insidethegames.biz

Mongolia began the defence of their International Ice Hockey Federation Challenge Cup of Asia title by beating hosts Malaysia 9-5 on March 03 Sunday.

Altangerel Ichinnorov, Enkhamgalan Erdenejav and Mishigsuren Namjil all bagged two goals each for the holders at the Malaysia National Ice Skating Stadium.

Also on the scoresheet were Erdenesukh Bold, Batgerel Zorigt and Gerelt Ider.

Malaysia, who defeated Singapore in the Group A opener on Friday (March 1), were unable to keep in touch with their opponents.

R.Dagva becomes Chairman of City Council www.montsame.mn

Ulaanbaatar/MONTSAME/ The Citizens’ Representatives Khural (City Council) of the capital city elected its new Chairman during its 22nd meeting on February 28.

For the reason that former Chairman of the City Council S.Amarsaikhan was appointed as Governor of the Capital City and Mayor of Ulaanbaatar on February 27, it necessitated to elect new Chairman of the City Council.

As a result of the voting, R.Dagva was elected as Chairman of the City Council with 69.05 votes of all turnouts and took his office.

North Korea becomes largest debtor to Sweden, owing $300+ million – report www.rt.com

Pyongyang has a weird and now record debt to the Scandinavian nation, which has hit 2.8 billion Swedish kronas ($302 million), according to local media citing government agency insuring export deals.
The unpaid bill includes a thousand model 144 Volvos and mining equipment supplied by Atlas Copco industrial company as well as other Swedish producers. The items were shipped to North Korea back in the 1970s, but the country has not still honored the debts.

After around 45 years of missing the deadline, the North’s initial debt rose from 600 million kronas ($65 million at the current rate) to record 2.8 billion ($302 million), the chief analyst of the Swedish Export Credit Agency (EKN), which serves as credit insurer for companies’ trade deals, told Sveriges Radio. Stefan Karlsson explained that the sum has been surging due to added interest, and rose by 100 million kronas ($15 million) in one year, thus making North Korea Sweden's major debtor. Previously, Cuba held the position.

Sweden received the last payment from the North in the late 1980s, and Karlsson says that the chance that it will get the money back is pretty small given North Korea 's current economic situation.

Some of the exported Volvos were previously spotted in North Korea. Back in 2016, the Swedish Embassy in Pyongyang posted a photo showing one of the “still unpaid” cars, saying it is used as a taxi in the northeastern city of Chongjin.

EKN reportedly reminds North Korea to pay off the debts twice a year, however, the requests are usually met with silence.

Brumadinho dam collapse in Brazil: Vale mine chief resigns www.bbc.com

The head of Brazil's Vale mining giant has stepped down following the collapse of a dam which killed 186 people in the town of Brumadinho.

Fabio Schvartsman and several other executives asked to be removed after prosecutors called for their dismissal.

At least 122 people are still missing more than a month after the accident at the dam, which collected waste from an iron ore mine in Minas Gerais state.

Vale is the world's biggest producer of iron ore.

The company described the executives' removal as temporary, but did not say how long it would last.

The announcement was made late on Saturday, during the Brazilian carnival weekend. The main Sao Paulo stock exchange will be closed on Monday and Tuesday.

The mining disaster was the second in the region since 2015, when a nearby dam co-owned by Vale collapsed.

Brazilian authorities were severely criticised for being too slow and complacent over that accident. No-one has yet been imprisoned.

Vale said Eduardo Bartolomeo, executive director of base metals, had been appointed as the new head of the company.

The other executives stepping down were Vale's head of ferrous minerals and coal, Peter Poppinga, planning director Lúcio Flávio Cavalli and Silmar Magalhães Silva, the head of a geographic division.

A German consultancy firm, Tüv Süd, carried out an audit of the Feijão dam last September which found the dam met legal requirements.

But an internal report seen by the Reuters news agency said the Brazilian mining company knew the dam was at risk as it was told the site breached guidelines months before it collapsed on 25 January.

Vale said the report was misleading as there was no evidence of imminent risk.

However, the Vale chief had little choice but to resign after federal prosecutors recommended that he and three other senior executives be temporarily removed.

Mr Schvartsman defended his handling of the accident as "absolutely appropriate", but admitted that his presence had become an "inconvenience" for the company.

It is still not known what caused the collapse at Brumadinho, but experts believe liquefaction was to blame.

Liquefaction is a process whereby a solid material such as sand loses strength and behaves more like a liquid.
