Mongolia seeks support for eco-city during ASEM Summit www.zgm.mn
President of Mongolia Battulga Khaltmaa has attended the 12th Asia-Europe Meeting (ASEM) Summit and held bilateral meetings with high-profile officials of ASEM members to seek support on upcoming projects including the new eco-city. At the opening of ASEM Summit, the President delivered a speech, highlighting the summit as a successful continuation of the Ulaanbaatar Summit in terms of its content, and addressed, “It has been widely comprehended and recognized that in the 21st century, every development aspect should be people-centered. Therefore, although it is important to develop mutually beneficial cooperation at all levels between Asia and Europe, I would like to emphasize the importance of promoting the people-to-people interactions and maintaining and developing the ASEM traditions that allow both cultural and business representatives to meet and develop their ties.” Later on during the first plenary session of ASEM Summit, the President stressed, “Mongolia strives to contribute to the activities and development of ASEM and on the other hand, we aim to intensify our cooperation with ASEM that has been significantly contributing to the implementation of our national development priorities.” After pointing out that Mongolia is planning to implement a number of projects within the framework of the Mongolia-Russia-China Economic Corridor program, such as conducting study on opportunities to build the natural gas pipeline from Russia to China through the Mongolian territory, and commencing the feasibility study for a Free Trade Agreement with the Eurasian Economic Union, he promoted the North East Asian Supergrid project Mongolia initiated during the Eastern Economic Forum.
President Battulga spoke about Mongolia’s opportunity to enter the enormous market of neighboring China by using German technology to process materials of animal origin and noted that the establishment of a new eco-city is one of the most important steps towards resolving a challenge Ulaanbaatar faces. The Chancellor paid close attention to the President’s proposal on establishing an eco-city and decided to send Gunther Adler, State Secretary at the Federal Ministry of the Interior, Building and Community, on a visit to Mongolia. Chancellor Angela Merkel expressed her support for the project which aims to build a satellite eco-city near Ulaanbaatar based on designs of German architects and specialists.
Prime Minister of Hungary Viktor Orban
President Battulga proposed and discussed some matters, including on building a film studio and a new eco-city in Mongolia, particularly about cooperating in urban water supply and establishing a museum for Attila. Mr. Viktor Orban suggested that the proposal can be discussed at a meeting of the two countries’ intergovernmental commission that will take place in Hungary next month.

President Battulga took interest in Norway’s wealth fund and inquired into the possibility of learning from their experience and adopting in Mongolia, as well as Norwegian technologies in manufacturing products of animal origin. Ms. Erna Solberg briefed about the functions of the wealth fund and expressed readiness to share the experience with Mongolia.

Prime Minister of Vietnam spoke about the possibility of importing coal and main raw materials of textile products, including woolen threads and animal skin, from Mongolia and exporting sugar, coffee, vegetables, and fruits to Mongolia. Sides also exchanged views on the intensification of bilateral cooperation in all sectors.

President Battulga emphasized the importance of processing its raw materials of animal-origin and manufacture value-added products, given the number of Mongolia’s livestock which is nearing 80 million, for Mongolia. Sides also touched upon the development of tourism industry in Ireland. President Battulga expressed Mongolia’s interest in learning from the tourism industry experiences of Ireland which receives around 16 million tourists annually.

President meets Norwegian Prime Minister on wealth fund experience www.montsame.mn
Ulaanbaatar /MONTSAME/ On the sidelines of the 12th Asia-Europe Meeting (ASEM) summit, President of Mongolia Khaltmaagiin Battulga met Prime Minister of the Kingdom of Norway Erna Solberg on October 19th.
Prime Minister Erna Solberg thanked President Battulga for the opportunity to meet and discuss bilateral cooperation, while emphasizing that there are some similarities between the two countries that have small population.
President Battulga took interest in Norway’s wealth fund and inquired into the possibility of learning from their experience and adopting in Mongolia. The President voiced his belief that it was possible to introduce Norwegian technologies in some sectors of Mongolia, especially to manufacture products out of raw materials of animal origin and supply to the Chinese market. President Battulga mentioned that this could be a big opportunity to support the two countries’ young businessmen. The President expressed interest in cooperating with Norway in education sector, learning from their experience in vocational training, and adopting the practice in Mongolia.
Prime Minister Erna Solberg highlighted the importance of quality vocational education as well as good engineers in national development and spoke about Norway’s integration of universities and colleges as a result of which the country now has nine universities. The Prime Minister also briefed about the functions of the wealth fund and expressed readiness to share the experience with Mongolia.
The sides exchanged views on cooperation in several areas, including technology, education, and wealth fund experience and expressed mutual commitment to supporting each other in the international arena.

Turquoise Hill announces third quarter 2018 production and provides underground development update www.gogo.mn
Turquoise Hill Resources (Turquoise Hill or the Company) today announced third quarter 2018 production for Oyu Tolgoi and provided an update on underground development. Ulf Quellmann, Chief Executive Officer of Turquoise Hill, said, “We continued to see the impact of higher gold grades during the third quarter as Oyu Tolgoi processed increasing amounts of Phase 4 ore. We are well positioned to meet the upper-end of our 2018 production guidance.
“Rio Tinto has undertaken a second annual re-forecast of underground development schedule and costs and preliminary results have concluded that capital costs remain in line with the overall $5.3 billion budget and the project remains on schedule to complete in 2022. However, there are certain delays, most notably to the completion of Shaft 2, which includes schedule contingency, that are ultimately expected to result in a revised sustainable production start from the first quarter of 2021 to late in the third quarter 2021.
We are undertaking a review of the cause and the impact of these delays and will announce the results as soon as possible.” Third quarter mill throughput decreased 5.0% over Q2’18 due to increased processing of harder Phase 4 ore as well as a planned maintenance shutdown during the quarter. Copper production was flat over Q2’18 as higher grades and recoveries were partially offset by lower throughput. Gold production increased 54.0% over Q2’18 due to higher grades and recoveries.
Third quarter sales volumes were impacted by torrential rain in July and August, which consequently affected Chinese road and rail availability. Additionally, Q3’18 sales volumes were generally lower than Q2’18, which benefited from the sales of deferred volumes related to the Q1’18 force majeure. Turquoise Hill has updated Oyu Tolgoi’s expected copper production for 2018 from between 125,000 and 155,000 tonnes of copper to between 140,000 and 155,000 tonnes of copper in concentrates. The Company continues to expect production of gold in concentrates from between 240,000 and 280,000 ounces for 2018.

BoM calls to trade with neighbors in their national currency www.montsame.mn
Ulaanbaatar /MONTSAME/ At the time when Tugrug, Mongolian national currency weakened against the USD with 5.5 percent, but strengthened against CNY and RUB, the Bank of Mongolia (BoM) believes that Mongolia should trade with the neighbors in their national currency instead of USD.
Governor of the BoM N.Bayartsaikhan noted to the MPs thatan institution responsible for foreign trade, its analysis, policy and relevant measures is needed as foreign trade has great impact on our economy.
His proposal was supported by MP D.Erdenebat and he asked the Government to inspect and make conclusion regarding this matter.

Russian Defense Minister S.K.Shoigu pays visit to Mongolia www.montsame.mn
By the invitation of his Mongolian counterpart N.Enkhbold, Defense Minister of the Russian Federation, Army General S.Shoigu paid an official visit to Mongolia today on October 18. The delegation consisted of 14 officials and 12 press representatives including the Russian Deputy Minister of Defense and five generals.
Defense Ministers N.Enkhbold and S.Shoigu held talks on defense sector relations, military cooperation and further directions and signed Long Term Program on Development of Military Cooperation between the two ministries. The program defines further directions of cooperation development in defense, management in the armed forces, military education, research, medical and humanitarian relations.
Afterwards, the Defense Ministers attended the military purpose airport equipment handover ceremony, provided by the Russian Ministry of Defense to the Mongolian Armed Forces.
During the official visit, Russian Defense Minister S.Shoigu held official meetings with PM U.Khurelsukh and Speaker of Parliament M.Enkhbold. Defense Minister S.Shoigu has been awarded with Red Banner Order of Military Merit by the decree of President of Mongolia Kh. Battulga and Parliament Speaker M.Enkhbold handed over the order.

Czech company to recieve workforce from Mongolia www.montsame.mn
Ulaanbaatar /MONTSAME/ As a result of the business meeting between Mongolia and the Czech Republic held during the ‘Expo Mongolia 2018’ international trade fair, entities of the two countries signed cooperation agreements.
Specifically, the Czech company ‘Atarikus’ and Mongolian OGP Group signed a Memorandum of cooperation on Supply of agricultural machinery, and the ‘Zimatechnik’ industrial technology company agreed to cooperate in waste management and energy production.
Representative of the Czech companies Vorrens and Atarikus, Richard Vomastek said “We operate in aircraft and truck production, protective equipment and all kinds of equipment. We also train aircrews, civil and military pilots. This is our first time in Mongolia. We met with entrepreneurs of Tuv aimag and visited the Expo Mongolia. The two countries have been in close partnership and been involved in many trade projects, and the cooperation needs to be revived. We are ready to receive workforce from Mongolia and cooperate with Mongolian entities in all possible ways.”
During the business meeting, entrepreneurs of the two countries noted that there is space for increasing bilateral investments and implementing projects on processing agriculture and livestock products by introducing advanced technologies and know hows.
The Czech Export bank, which used to support export of heavy equipment, shared its experience on supporting all kinds of export. The Bank noted the possibilities for the entrepreneurs to cooperate in agriculture, mining, energy, infrastructure, industrialization, environmental protection, health and other sectors as well.

Russia to expand military-technical cooperation with Mongolia www.tass.com
ULAN BATOR, October 18. /TASS/. Russia will expand military-technical cooperation with Mongolia, Russian Defense Minister Sergey Shoigu said on Thursday.
He has earlier arrived in Ulan Bator with an official visit. "We value the fact that Mongolia considers developing cooperation with Russia among its most important foreign policy priorities. We confirm our goal to use the accumulated potential in a most effective manner to expand military and military-technical cooperation," Shoigu said at talks with his Mongolian counterpart Nyamaagiin Enkhbold.
According to the Russian defense minister, Russian-Mongolian relations can be described as traditionally good-neighborly. "They [bilateral relations] have a long history and develop consistently in the economic and humanitarian sphere. Our countries have similar approaches to resolving the most pressing issues on the internaitonal agenda," Shoigu added.
He also expressed gratitude for Mongolia's active participation in events organized by the Russian Defense Ministry in 2018. "Among them are celebrations of the 100th anniversary of the Red Army, Moscow Conference on International Security, the session of the Council of Defense Ministers of CIS [Commonwealth of Independent States] countries, International Army Games and International Military-Technical Forum 'Army'," Shoigu said noting that this is already his fourth meeting with Enkhbold this year.
"It is pleasant to note that the agreements reached at our talks in Moscow and Kyzyl are already being implemented. We are ready to exchange opinions on relevant issues of cooperation in the military and military-technical spheres," Shoigu said.

Japan, North Korea intelligence officials held secret meeting in October in Mongolia www.japantimes.com
A top Japanese intelligence official close to Prime Minister Shinzo Abe had a secret meeting with North Korean counterparts in early October in Mongolia, sources familiar with bilateral ties said Thursday.
The meeting in the Mongolian capital of Ulan Bator could be consistent with Abe’s stated desire to arrange a summit with North Korean leader Kim Jong Un after he received assurances about progress on the long-standing issue of abductions of Japanese nationals by Pyongyang in the 1970s and 1980s.
Among major countries dealing with the North Korean nuclear threat, Japan is the only one to have been kept at arm’s length since Kim began a string of diplomatic engagements this year. In addition to holding talks with Chinese, South Korean and U.S. leaders, Kim plans to hold a meeting with Russian President Vladimir Putin by the end of the year.
During his visit to Mongolia from around Oct. 6 to 8, Shigeru Kitamura, who heads Japan’s Cabinet Intelligence and Research Office, met with North Korean officials, including a senior figure from the United Front Department of the Workers’ Party of Korea, according to the sources.
The department is an intelligence organ mainly focused on South Korean affairs.
Admitting that the meeting took place, a senior Japanese government official told Kyodo News that “I heard they discussed how the abduction issue should be solved between Japan and North Korea.”
It is believed that the contact between intelligence authorities representing Tokyo and Pyongyang is the first of its type in about three months.
Kitamura met with Kim Song Hye, head of the United Front Department’s tactical office, in Vietnam in mid-July.
The latest revelation sheds light on Abe’s increased reliance on behind-the-scenes communications with North Korea, using intelligence authorities rather than the Foreign Ministry.
His approach seems to be similar to that of U.S. President Donald Trump, who mainly employed the Central Intelligence Agency to set the stage for his first summit with the North Korean leader in Singapore in June.
Japan has sounded out North Korea about its plan to open a liaison office in Pyongyang in the hope of resolving the abduction issue, sources with knowledge of the matter said earlier this month.
Japan officially lists 17 nationals as having been abducted by North Korean agents in the 1970s and 1980s but alleges their involvement in many more disappearances. Five of the 17 were repatriated in 2002.
So far, it has been learned that Pyongyang, reversing an earlier claim, unofficially told Tokyo that one of the 17 abductees, Minoru Tanaka, had actually entered North Korea.
Kitamura, a former head of the National Police Agency’s intelligence department, might have discussed during the October meeting how to confirm the whereabouts of Tanaka and other abductees.
The Japanese government has publicly withheld information both about Tanaka’s entry into North Korea and the recent meeting in Mongolia.
Kitamura, seen as a trusted confidant of Abe, gathers and analyzes information on both domestic and international affairs and reports to the prime minister, who has said North Korea’s nuclear, missile and abduction issues should be resolved altogether.
The United Front Department is headed by Kim Yong Chol, a vice chairman of the ruling party who is a close aide to the North Korean leader. Kim Yong Chol visited the United States in May as the country’s highest-ranking official to do so in nearly two decades.

Mongolia, Vietnam sign agreement on transfer of sentenced persons www.xinhuanet.com
ULAN BATOR, Oct. 18 (Xinhua) -- Mongolia and Vietnam have signed an agreement on the transfer of sentenced persons, the Mongolian Foreign Affairs Ministry said Thursday.
A Mongolian delegation led by Minister of Justice and Home Affairs Tsend Nyamdorj visited Vietnam on Oct. 15-17, during which Nyamdorj and Vietnamese Minister of Public Security To Lam signed the agreement, the ministry said in a statement.
"Currently, there are no Mongolian citizens imprisoned in Vietnam. But the number of Mongolian visitors in Vietnam has been growing in recent years," the ministry said, stressing that this kind of agreement is important to protecting the rights of Mongolian citizens abroad.
According to data released by the ministry, a total of 174 Mongolian citizens are serving their prison sentences overseas.
Among the 19 foreign nationals serving sentences in Mongolia, two are Vietnamese.

Credit Guarantee Fund helps finance 640 SMEs www.zgm.mn
Credit Guarantee Fund of Mongolia (CGF), in cooperation with the Bloomberg TV Mongolia and the Asian Development Bank (ADB), held Credit Guarantee System for Future Development of SME forum yesterday to present the outcomes of ADB-supported project “Supporting the Credit Guarantee System for Economic Diversification and Employment Project (SCGS)”. It has been six years since the Parliament approved the Law on CGF. This allowed more access to finance for small and medium-sized enterprises (SME) as CGF has made about MNT 76.8 billion a guarantee to a total of USD 164.4 billion loans of over 640 private entities since 2013. As of today, the repayment rate stands at 68 percent of the total outstanding loans. Last year, the ADB launched a USD 60 million worth loan project SCGS to provide new financing guarantee products for the CGF, making it easier for smaller businesses to source long-term funds from banks.
USD 500 million effective support to be provided for financial sector and SME access to finance
At the forum, Giannetto Giacomo, Project Officer for SCGS at the ADB, addressed “As you know, the economy is very concentrated in Mongolia. Because of that, there are a lot of volatility driven by; for instance, commodity prices. One objective of this project is to support SME finance in order to create diversification and job growth in non-mining sectors. When we did the initial assessment for potential outcome, we estimated that 15,000-16,000 new jobs will be created once the project completes. In terms of financing, the project itself has around USD 60 million in financing and because of the structure of the project, this allows exponential support. We estimate about USD 500 million of effective support to the financial sector and SME access to finance. Also, there are lots of unique and creative aspects to the project, such as risk sharing between banks and placement of time deposits in banks. This is innovative not only in Mongolia, but actually across all projects the ADB implemented in financial support. At the time when the project was approved, because of someone’s innovations and potential impact, it won an award from the ADB for the best financial sector project of 2017.” According to the CGF, MNT 32.8 billion guarantee was issued to MNT 58.1 billion loans of over 160 SMEs via “Mon 33 38” project within the frame of SCGS. 37 percent of the SMEs involved in the guarantee were manufacturers, while 35 percent were service providers and the remaining accounted for trade entities.
