China-Mongolia Ties: Mongolian Foreign Minister to visit China on May 1-2 www.news.cgtn.com
Mongolian Foreign Minister Battsetseg Batmunkh is visiting China on Monday following an invitation from Chinese State Councilor and Foreign Minister Qin Gang. This is her third visit to China since last year. One expert says the frequent high-level visits reflect the mutual trust between the two countries. Huang Yue has more.
The main goal of the Mongolian foreign minister's visit this time around is to make sure the outcomes agreed last November by Chinese President Xi Jinping and Mongolian President Ukhnaagiin Khurelsukh are implemented.
That's according to one Chinese expert, who specializes in China-Mongolia ties.
At last year's meeting, the two heads of state oversaw the signing of 16 documents on bilateral cooperation, covering trade, investment and other key areas.
And there are now other important issues the two neighboring countries will discuss.

For example, China has recently helped Mongolia put out the steppe fires at the two countries' borders. And China has promised to support Mongolia's campaign of planting one billion trees to mitigate desertification."
Bao says economic and trade cooperation is a central pillar of China-Mongolia relations.

President of France Emmanuel Macron will visit Mongolia at the end of May.
Mongolia and France may sign several agreements on cooperation and development during the French President's working visit to the country.
For example, Russia and France are world leaders in yellow powder or uranium enrichment technology, while countries such as China and Mongolia have large uranium reserves. The French company "Badrah Energy" is mining uranium in Dornogovi province.
However, according to the Mongolian media, Emmanuel Macron may make a proposal for cooperation in the uranium sector on a large scale, and offer to invest in the development of the nuclear energy.
Now Mongolia depends on Russia in terms of electricity. UN head António Guterres raised the issue of Mongolia's independence from Russia in energy field during his visit to the country last year. He stated that the UN would provide political support for the construction of the Egiin-Gol hydroelectric power station. After his visit, several prominent EU officials expressed their readiness to support and raise this issue when visiting Mongolia. Macron can also discuss the energy independence of Mongolia from Russia and investment in the construction of a nuclear power plant.
During the visits of Prime Minister Oyuun-Erdene to Germany and Korea and the visit of Polish President Andrzej Duda to Mongolia, it was shown that all countries are interested in mining rare earth elements in Mongolia. French President Macron may also make a request to buy rare earth elements from the country.
Mongolia has been cooperating with France in the field of emergency services and public transport in recent years. France supplied the Emergency Situations Agency with helicopters and trained pilots. The mayor's office is also cooperating with a French company in the development of public transport. It is expected that during Macron's visit, a number of cooperation agreements between Mongolia and France may be signed.

B.Javkhlan: The "Gerege" bond has been fully paid off www.montsame.mn
Minister of Finance B.Javkhlan announced today that the outstanding balance of the "Gerege" bond has been fully paid off, totaling USD 368 million.
Minister B.Javkhlan stated "- The total amount of this bond is USD 800 million. The Government of Mongolia has entered into multilateral loan agreements since 1990. Seven Government bonds have been issued so far. The first bond, called "Chinggis" was issued in 2012 to finance largest projects. Since then, one bond was issued in 2015 and two bonds in 2016, which were spent for offsetting the budget deficit. While, we have issued "Khuraldai", "Gerege", and "Nomad" bonds since 2017 for refinancing the previous bonds due to the repayment difficulties.
“The Government has received a total of USD 2.9 billion of debt from the six bond packages. These bond payments have been made through two methods. The Government has made a direct payment when the amount is affordable for the state budget, otherwise, we have refinanced, extending the repayment period and reducing the bond interest rate,” said Minister Javkhlan.

E.Tsendbaatar makes his Broadway boxing debut www.news.mn
Touted Mongolian knockout artist E.Tsendbaatar (5-0, 3 KOs), signed to DiBella Entertainment earlier this year, will make his Broadway Boxing debut.
E.Tsendbaatar grew up on the countryside steppes of the Mongolian grassland, living a nomadic lifestyle with his family, herding horses and livestock, which helped him to develop his lauded strength. His admiration for boxing began by watching Mike Tyson fights as a child and he had his first amateur bout at age 10.
As an amateur, E.Tsendbaatar was a two-time Olympian, competing in the 2016 Rio Games and 2020 Tokyo Games. Accumulating an impressive 147-41 record, E.Tsendbaatar won 11 Mongolian National titles, as well as gold medals at the AIBA Asian Championships twice, the 2018 Asian Games, and a bronze medal at the 2019 AIBA World Championships. He turned pro in September 2018 in China and made his US debut earlier this year in his first fight under the DiBella Entertainment banner.
On February 23, E.Tsendbaatar earned a thrilling third-round stoppage victory against Giovanni Gutierrez, at Sony Hall, in Times Square, New York City. He is now trained by Manny Robles out of Legends Boxing Academy in Los Angeles, CA.
He returns to Sony Hall tonight to take on fellow southpaw Edy Valencia Mercado (20-9-6, 7 KOs), of Culiacan, Sinaloa, Mexico, in an eight-round bout. “E.Tsendbaatar is a beast. He’s a fearless fighter with real knockout power and swagger. He has the potential to become a world champion. Together with his managers, Max Alperovich and Bulgantamir Enkh-erdene, we will provide him with the right opportunities to get there,” said Lou DiBella, President of DiBella Entertainment. “I’m thrilled that his Broadway Boxing debut will be seen by a worldwide audience on DAZN.”

A total of 12 pilots of Mongolian State Airlines will receive the training on Boeing 787 Dreamliner from Biman.
In the first batch, the pilots are undergoing the described training. For this, necessary approvals have already been taken from the Civil Aviation Authority of Bangladesh.Biman has the distinction of training foreign pilots in state-of-the-art Dreamliners for the first time among SAARC countries, the release also said. Biman Bangladesh Airlines has ushered in a new horizon in South Asian aviation history by providing line training to foreign pilots on the state-of-the-art Dreamliner 787.

Minister of Foreign Affairs of Mongolia Batmunkhiin Battsetseg is visiting China on May 1-2, 2023 at the invitation of a member of the State Council and Minister of Foreign Affairs of the People's Republic of China Qin Gang.
The Ministers of Foreign Affairs will hold official talks and exchange views on strengthening Mongolia-China Comprehensive Strategic Partnership and intensifying cooperation.
The Comprehensive Strategic Partnership Relations was established with China on August 21, 2014, when the two sides signed the “Mongolia – China Joint Declaration on Developing Comprehensive Strategic Partnership Relations” in Ulaanbaatar city during President Xi Jinping’s state visit to Mongolia.

Doha, Qatar gears up for the highly anticipated World Judo Championships - 2023, which is set to take place from May 7 to May 13. Over 500 top-notch judokas from more than 90 countries will put their skills to the test in this adrenaline-fueled Championship.
Mongolia has officially announced its list of top judokas, who will be showcasing their prowess on the world stage.
A total of 18 judokas have been selected for the Championship from Mongolia, including two judokas in each category of men’s 66 kg and 73 kg and women’s 48 kg, 52 kg, and 57 kg. B. Gankhaich (63 kg), the Asian Champion of 2022 and International Master of Sport will unfortunately miss out on the World Judo Championships due to an injury.

Finland and Norway Can Help Solve Mongolia’s Clean Water Issue www.thediplomat.com
In Mongolia, clean water is emerging as a vital sector that requires modernization. In the past decade, coupled with climate change and mass mining activities, Mongolia’s chronic water stress has impinged on the livelihood of Mongolians. 2019 marked a record-high shrinkage of small rivers, ponds, and springs in Mongolia.
One solution the government of Mongolia can pursue is accelerating bilateral ties with Scandinavian countries like Finland and Norway, leaders of the global clean water sector.
In 2020, the Asian Development Bank’s Asian Water Development Outlook (AWDO) program assessed Mongolia’s water security and highlighted impending challenges in the country’s water sector.
The “Overview of Mongolia’s Water Resources System and Management” assessment envisaged additional support and collaboration from both international and domestic actors, including the Mongolian government and its water governing agencies. The recommended improvements encompass water governance, systems management, and modernizing tools and technologies that can and will produce clean water in the future. Moreover, the assessment emphasized that Mongolia’s river basin organizations are fairly young, therefore, investment and innovation are readily available.
However, one key factor that must be recognized is that Mongolia’s water security differs depending on the region. For example, the capital of Mongolia, Ulaanbaatar, is home to two-thirds of the country’s population, and people continue to migrate from remote areas to the capital. With the swelling population comes pressure on the decades-old water and waste management systems, which are inundated by surging demand. In remote provinces, by contrast, the lack of modern waste management systems coupled with a shortage of clean water supplies is one of the reasons for migration to larger cities.
As with any major modernization effort, financial capability, investment, know-how, and technologies are fundamental to upgrading Mongolia’s water sector. The good news for Mongolia is that Ulaanbaatar’s third-neighbor foreign policy supports developmental initiatives and could leverage bilateral relations with countries like Finland and Norway to invest in clean water projects.
According to the Environmental Performance Index (EPI), Finland and Norway’s high standards on sanitation and clean water technology top any other countries in the world. The EPI consistently ranks Finland and Norway at the top in global sanitation and drinking water, followed by Iceland, the Netherlands, and Switzerland.
It is important for Ulaanbaatar to channel foreign expertise into solving Mongolia’s clean water issues. Ulaanbaatar already has diplomatic relations with Finland and Norway, allowing a clear path to initiate clean water projects. On the other hand, clean water initiatives can also serve as an important bilateral mechanism to reinforce and strengthen ties that have been stagnant for some time.
Ulaanbaatar’s third neighbor’s foreign policy is predominantly proactive in the Asia-Pacific region. This is understandable considering the country’s geographical constraints. Nonetheless, when it comes to seeking investment in critical sectors such as clean water, Ulaanbaatar can be, and perhaps needs to be, more selective and pro-development versus solely depending on its mining activities. Addressing pressing issues and the discussion on improving critical sectors must come from the Mongolian government.
From a foreign policy standpoint, Ulaanbaatar’s third neighbor policy provides flexibilities that Mongolia can utilize. In practice, this means that government agencies are constantly searching for bilateral and multilateral cooperation in developmental projects.
From a macroeconomic perspective, newer initiatives can not only address critical needs but also help diversify Mongolia’s mining-dependent economy. More importantly, the modernization of the clean water sector is closely tied to human and public health. Unless water security issues are solved from the ground up, eventually they will become a major public health concern.
Adopting knowledge, experience, and technology from the Scandinavian countries can improve Mongolia’s current clean water system. Finland and Norway also are exemplary countries for maritime and forestry environmental care.
In 2022, the 14th Joint Commission on Economic, Scientific, and Technological Cooperation Between Finland and Mongolia took place in Ulaanbaatar. The joint commission discussed revitalizing economic cooperation between the two countries and mentioned the environment, forestry, and renewable energy sector.
Among Mongolia’s third neighbors, the United States is currently investing in a first-of-its-kind clean water project in Mongolia. With the signing of the Mongolia Water Pact in 2018, the U.S. and the government of Mongolia aimed to invest a total of $350 million dollars; so far $280 million dollars have been granted for the project.
The Mongolian government – and domestic organizations that support and advocate for clean water – need to focus on allocating finances and investments to important sectors such as finding solutions for clean water, water scarcity, and protecting water beds. But these actors must also devote equally valuable time and energy to recruiting foreign partners to help address Mongolia’s water security.
