Mongolia-South Korea Joint Tourism Forum to be Held in September www.montsame.mn

During the 2024 Winter Olympics in South Korea, this country will participate in the promotion of Mongolia's history and culture, and organize the "Welcome to Mongolia" event. This was agreed upon at a meeting of Minister of Environment and Tourism B. Bat-Erdene with the representatives of the tourism organizations of the Republic of Korea during the "KOPIST-2023" High-Level Conference held in South Korea.
The parties also agreed to hold a joint international tourism forum between Mongolia and the Republic of Korea in the coming September in Ulaanbaatar. In addition, they will focus on restoring flexible entry and exit conditions during transit flights that existed before the pandemic.
Director of Mongolian Tourism Development Center S. Enkhchimeg and other officials participated in the meeting.

Citizens of 61 Countries Are Visa Free www.montsame.mn

At the session of the State Great Khural of April 7, Minister of Foreign Affairs B. Battsetseg informed about the policies and strategies to promote Mongolia abroad, and the measures to intensify international cooperation.
In her speech, the Minister said that the Strategic Plan for Foreign Promotion was approved last February. The document was developed and presented to the Government’s meeting in the scope of four directions: firstly, investment, secondly, tourism, thirdly, human rights, democracy, and fourthly, good governance and digital development. The National Tourism Committee holds its meetings every week to inform the plan’s progress.
As part of the “Years to Visit Mongolia,” announced by the Government, citizens of 61 countries have been exempted from the visa requirements. Previously, citizens of 30 countries were exempted from visa requirements. Now with the addition of 31 countries, citizens of the above number of countries can travel to our country without a visa. In other words, the fees charged for citizens of the EU countries have been cancelled. Citizens of our country pay 60 euros to travel to Europe.
Currently, citizens of 99 countries have an opportunity to obtain electronic visa. The Minister noted that they are working to make all countries, considered possible, visa-free in the future. As for the two neighbors, citizens of the Russian Federation are not required visa. Citizens of the People’s Republic of China get visa. However, as part of the development of border tourism, group of tourists is allowed to travel without a visa for a certain period. Besides, the Chinese citizens are getting their visas online.

Two Ministers Appointed www.montsame.mn

On April 7, Member of Parliament Kh. Bulgantuya was appointed as a Cabinet Member and Minister of Labor and Social Protection and B.Tulga as a Cabinet Member and Chair of the National Commission of Border Port Recovery.
Former Labor and Social Welfare T.Ayursaikan was released from his post at his request as having alleged for a corruption case. MP Kh. Bulgantuya was working as Minister of Border Port Recovery since January of this year.
During his presentation on the appointment proposal to the State Great Khural Prime Minister L. Oyun-Erdene noted that it is proper to replace Kh. Bulgantuya considering to use her working experience as a Member of Cabinet and Finance Deputy Minister in development of package Laws on Social Security, the Unified Savings Fund, and the Wealth Fund at the Parliament; bringing the National Tripartite Agreement on Labor and Social Consensus to a new level in line with international standards; and making comprehensive reform to eliminate the gap in salaries and pensions of public employees. The Prime Minister also emphasized that it is progressive to have a female politician in charge of labor and social protection issues.
As for Mongolian People's Party Secretary B.Tulga, his working experience in government as the Deputy Minister of Environment and Green Development and the Deputy Minister of Education and Science was taken into account. In addition he took part in advancing the economic corridor dialogue between Mongolia, Russia, and China.

Foreigners Can Obtain Residence Permit Inquiries Online www.montsame.mn

In connection with the approval of "Procedures for Issuing, Possession, Storage, and Use of Residence Permit for Foreign Citizens and Stateless Persons, and Travel Permit for Stateless Persons," the residence permit card of foreign citizens has been updated.
Specifically, the residence card conforming to international standards and meeting the structure and standards of travel documents with NFC technology, MRZone, QR code, F-register, or non-repeating 13-digit number issued to foreigners, has been issued since April 1.
Also, according to section 1.3 of the Procedure, " A reference for a residence permit can be issued from the Integrated Database of Visa and Registration of Foreign Citizens to foreign citizens who have obtained a residence permit in Mongolia for official or personal purposes”, it has become possible to receive and use digital inquiries from the page https://eimmigration.mn The above electronic reference will only be used as a residence permit on the territory of Mongolia, and the original residence permit will be required in case of crossing the state border when entering into or leaving the country.
In connection with the revision of the regulations, seven types of residence permit services are available online from April 10. These services include applying for a residence permit, changing the form of a residence permit, extending a residence permit, canceling a residence permit, registering a change in passport information, registering a change in residence address, and requesting to retrieve a discarded or lost residence permit. The Immigration Agency of Mongolia extends this digital service on the website at https://immigration.gov.mn/mn/residence-permit/.

The world’s largest Mongolian dictionary published www.news.mn

Dankook University-affiliated Mongolian Research Institute announced on the 4th that it had compiled the world’s largest Mongolian dictionary, ‘Mongolian Dictionary’. It has been 15 years since I started compiling the dictionary in 2009.
The Monghan Dictionary consists of two volumes, the top and the bottom, and contains about 85,000 words of headings on 3090 pages. After 10 years of basic work and translation, it was completed in the middle of last month after typesetting, correction and supplementary work.
In the meantime, scholars and students studying Mongolian in Korea have used Mongolian dictionaries in English, Japanese, and Chinese. In order to eliminate this inconvenience, Dankook University’s Mongolian Research Institute carried out translation, error correction, and supplementary work, focusing on the ‘Mongolian Language Detailed Dictionary’ (2008) published by the Mongolian Language and Literature Research Institute under the Mongolian Academy of Sciences. Professor Shin Kang of Mongolian Studies, who participated in the compilation, died in a sudden traffic accident, and the work was temporarily suspended.
The Mongol Korean Dictionary contains idioms, proverbs, riddles, aphorisms, and archaic words collected from all Mongolian literature written since Genghis Khan in the 12th and 13th centuries. The headwords of the text were introduced in the following order: Cyrillic (modern Mongolian) Traditional Mongolian (Uighur) Korean -Cyrillic example, Cyrillic example translated Korean sentence. An appendix contains a brief Mongolian grammar.
In celebration of the 33rd anniversary of Korea-Mongolia diplomatic ties this year, Dankook University donated the ‘Monghan-Korean Dictionary’ to the Mongolian Embassy in Korea, the Korean Language Department of the National University of Mongolia, the Korean Language Department of the University of Ulaanbaatar, the Mongolian Academy of Sciences, and the Korean Embassy in Jumong in order to promote friendship between the two countries.
Dankook University established the Department of Mongolia in 1993, the first among domestic universities. Song Byung-goo, director of the Institute of Mongolia Research, emphasized, “The compilation of the Great Dictionary of Mongolia has made it possible to conduct in-depth research on the Mongolian language and Mongolian culture, as well as comparative research with Korean. This is a very meaningful progress in the field of humanities.”

Mongolia extradites a former Minister from Philippines www.news.mn

Mongolia will bring home 92 officials this year in a campaign dubbed “Bird”, pursuing them abroad as part of a wider crackdown on deep-rooted graft. Therefore, Mongolian law enforcements extradited T.Badamjunai, 67, in cooperation with the Bureau of Immigration (BI) of Philippines on Wednesday.
BI officials on Tuesday arrested T.Badamjunai after receiving information from the Mongolian Police that the official is staying in Cebu. Mongolian government “also canceled his passport, rendering him undocumented.”
Consequently, T.Badamjunai was deported on Tuesday night via a Korean Airlines flight from Mactan, Cebu, upon the request of Mongolian authorities.
T.Badamjunai served as the former Minister of Food, Agriculture and Light Industry in Mongolia.

Decisions Made at The Cabinet Session www.montsame.mn

During its regular session on April 5, 2023, the Cabinet made the following decisions:
Prime Minister’s Order to Intensify the Anti-Corruption Operations Issued
The Government of Mongolia has declared 2023 the “Year to Combat Corruption" and started the five “W” operations. Minister of Digital Development and Communications N. Uchral presented on the process of “Wide-Open” Operation, aimed at ensuring citizens’ rights to search and obtain information at the Cabinet Session. Following the presentation, the Prime Minister’s Order to intensify the “Wide-Open” Operation was issued. In pursuit of the Order, the Cabinet members, governors of aimags and capital city, Head of the Government Agency for Policy Coordination on State Property and Regulation, and Director of Government’s Special Fund were mandated to submit the following information to the Minister of Digital Development and Communications within June 1, 2023. These are:
Certificates of land use issued in specially protected areas, environmental impact assessments of economic activities carried out by individuals and legal entities in this area, their agreements, and payment history of land fees;
Certificates of Building Commission issued by the State Commission certifying that the building has been completed;
Structures of the board of directors and supervisory boards of state or locally-owned legal entities, detailed information about their members, including full name, amount of salary and incentives, and contacts, requirements for management of this type of legal entities and their recruiting procedures, recruiting calendars and detailed information on applicants;
Information on the expenditure of the Government’s special fund and financed projects from the fund, along with related decisions.
Minister of Digital Development and Communications N. Uchral was tasked to oversee the implementation of the Order, consolidate information, and present the process at the Cabinet Session in June 2023.
Ch. Khurelbaatar: The resumption of border ports and increased exports impacted the foreign exchange (forex) reserves to increase
Minister of Economy and Development Ch. Khurelbaatar briefed on the completed work since the adoption of the Government Resolution No. 362 on Measures to Increase the Foreign Exchange Reserves. According to the presentation, the forex reserves, which fell to USD 2.5 billion in September 2022, have reached USD 3.4 billion as of end of March 2023. The resumption of border ports and increased exports mainly impacted the forex reserves to increase. As of the first three months of 2023, 14 million tons of coal have been exported, an increase of 10 million tons and 2.5 million tons compared to the same period of last year and 2019, respectively.
Science sector’s participation to be prioritized in the implementation process of the mega projects
The Government Resolution on Measures to be taken in the Science and Technology sector in order to implement the targeted programs of the “New Revival Policy”, based on public-private partnership and active participation of the science sector, was issued.
As specified in the Resolution, making a list of projects, which can be completed by domestic science organizations and scientists, such as developing new technologies to process and concentrate mining products, construction technology of natural gas pipelines, and new technologies for improving agricultural and food product supply chain, as well as conducting feasibility studies for the mega projects, was mandated to the line ministers.
Draft Law on Supporting Cultural and Creative Industry
A Draft Law on Supporting Cultural and Creative Industry was discussed and the members of the Cabinet agreed to submit it to the State Great Khural.
The Draft Law will regulate all issues related to developing the cultural and creative industry, improving the competitiveness of value-added and import substitution products and services, and enhancing the legal basis to promote and manage the cultural and creative industry. Upon the adoption of the Draft Law, a favorable environment, where the cultural and creative industry can thrive and be commercialized, will be created.
Brief News
The Cabinet discussed a Draft Law on the Ratification of the General Financing Program between Mongolia and ADB (Loan Plan 2022-2023) and agreed to submit it to the State Great Khural.
The World Export Development Forum will take place in Ulaanbaatar between June 26 and 29, 2023. Drafts of the Letter of Exchange and Memorandum of Understanding between the International Trade Centre and the Ministry of Economy and Development were discussed and decided to grant the signing right to Ch. Khurelbaatar, the Deputy Prime Minister and Minister of Economy and Development.

Public Service Empowerment Project launches www.montsame.mn

To effectively manage the public service and empower public employees, the Government of Mongolia in cooperation with Korea International Cooperation Agency  (KOICA) launched the project "Strengthening Performance Management System of the Civil Service of Mongolia" on April 4.
Chief of the Cabinet Secretariat of the Government D. Amarbayasgalan, Deputy Chief of the Cabinet Secretariat of the Government D. Batbaatar, Head of the Government Control Implementation Department D. Baasandorj, KOICA Deputy Representative Lee Kansan, Project's General Manager Park Kyung Bae, and other officials took part in the project launching. The project will be implemented in four components: strengthening the human resource management capacity of the public service, improving the leadership and management skills of the managers, improving the performance management system of the public employees, and developing and using digital system for performance management.
The Republic of Korea ranks third in the world in terms of human resource management in the InCiSE Index, which represents the efficiency of the public service, and ranks first in the use of digital databases in human resource management. Therefore, Mongolia should learn from the experience of this country in increasing the efficiency of the public service and in the development of E-governance, emphasized the Chief of the Cabinet Secretariat.   
Project’s General Manager Park Kyung Bae noted that the main result of the project would be making the public service of Mongolia capable to provide quality services to its citizens. The public service empowerment project will last until 2025. As part of the project training for employees, textbook delivery, consulting services, and study visit in South Korea are planned so far. It estimates that 69,181 public employees will directly benefit from this project. Officials expressed their belief that with the successful implementation of the project, the performance evaluation of public employees will get more realistic, and work efficiency will improve.

Sky's the limit in Mongolia, the Land of the Eternal Blue Sky www.fiba3x3.com

The fact that Mongolian basketball is on the rise isn’t a secret. Anyone who has been even remotely paying attention will have noticed by now, but in any case, it’s becoming clearer and clearer.
Mongolian basketball was directly in the spotlight once again over the weekend as the men’s 3x3 team played in a battle for the ages at the FIBA 3x3 Asia Cup 2023 in Singapore and won the title for the second time in the history of the competition.
The FIBA 3x3 Asia Cup men’s title is obviously a highly coveted achievement for the national team program, but it’s only one of the many success stories for Mongolia in just this past year alone - further emphasizing that the sky really is the limit for the “Land of the eternal blue sky”.
FIBA 3x3 Asia Cup glory
There’s no doubt that any time that you win a competition while representing your nation is awesome, so Mongolia winning FIBA 3x3 Asia Cup 2023 is special but there’s a bit more to it. Not only was it the first time since 2017 that Mongolia had won the competition, but it was also the first time since 2017 that Mongolia had beaten Australia in the 3x3 Asia Cup, too.
To add more context about how much this meant for Mongolia, they had lost in the Finals of both the 2018 and 2019 editions of the event to Australia. This was revenge that the team had been craving after so many years.
FIBA Asia Cup 2025 qualification next?
Success in the 3x3 scene is not something new for Mongolia basketball, however. As mentioned, it was already their second 3x3 Asia Cup title and their fourth time playing in the Grand Final.
What was new this past year for Mongolian basketball was the participation in the traditional full-court competition. The team’s participation in the first window of the FIBA Asia Cup 2025 Pre-Qualifiers last November was the senior men’s national team’s first appearance in a FIBA Asia competition ever.
Additionally, it was more than just being a part of the competition for Mongolia. They also succeeded to qualify for the Asia Cup 2025 Qualifiers, where they will now get the chance to go up against another tier of competition that have played in the Asia Cup - or even the World Cup.
Gracious host
Another milestone for Mongolia basketball at the Asia Cup Pre-Qualifiers aside from reaching their goal of advancing was the fact that both the November and February windows were hosted in Ulaanbaatar.
The fans put on display how hungry they were for basketball and the players - from all teams - fed off that energy to give them a show. This is a more than positive sign moving forward for the Asia Cup Qualifiers in which the games will be played in a home-and-away format.
Girls got game
It’s not only the men’s teams that have been soaking in the spotlight. The women are on the rise as well, highlighted by the performance of their U18 women’s national team.
In the U18 women’s Asian Championship 2022 Division B in Bengaluru, Mongolia made a memorable run all the way through to the Final before losing in a close game to Malaysia. Even if they were not able to claim the title and hoist the trophy at the end, the fact that Mongolia had made it all the way to the championship game in their first-ever run in the competition spells how much potential these young women have.
One-of-a-kind
Another success story for Mongolia basketball has been the journey of Mike Sharavjamts.
The 20-year-old is one of the best players to ever come from Mongolia, a statement that is supported by the fact that he is the first player ever from Mongolia to play in NCAA Division 1. He also had a relatively successful freshman year averaging 5.6 points and 2.6 assists per game for the Dayton Flyers, which was good enough for him to be named to the Atlantic 10 Conference All-Rookie team after starting 20 of his 30 games played.
Sharavjamts recently announced that he would no longer be with Dayton for the upcoming season and will enter his name in the NBA Draft this year, but he will still have his options open in the NCAA transfer portal as well. Whatever the case, it will be an exciting next chapter for Mongolian promising prospect and for Mongolia basketball as a whole.
“To the entire nation of Mongolia, I appreciate all the love and support. Hopefully, I have made you proud and will always represent Mongolia at the highest level,” Sharavjamts wrote in his Instagram post.

U.S. Army Advisors Strengthen Partnership in Mongolia www.army.mil

Two Advisor Teams from 2nd Battalion, 5th Security Force Assistance Brigade partnered with the Mongolian Land Forces Command during a multi-month rotation into theater beginning in October 2022, focused on strengthening Mongolia’s peacekeeping operations and Non-Commissioned Officer development initiatives.
Since early 2021, 5th SFAB has maintained a persistent partnership with Mongolia’s LFC, the army component of the Mongolian Armed Forces.
The two teams that employed to support this partnership over the course of the current force package are Company Advisor Team 5220 and Maneuver Advisor Team 5223.
“Both CAT 5220 and MAT 5223 have been employed in Mongolia before,” said Maj. Steve Morse, Team Leader for CAT 5220. “We benefit immensely from the country experience and continuity of relationships on both teams this persistent partnership provides.”
Morse is the commander of 5th SFAB operations in Mongolia.
“The continuity enriches our Advisors’ relationships and advising efforts, and with our partners, it ensures we remain closely aligned with their priorities,” Morse said.
In support of those priorities, Advisors have been providing daily advising at the tactical level over the last several months in small unit leadership, interoperability, and NCO development.
Staff Sgt. Richard Kennedy, the team Medical Advisor, is one of several with previous advising experience in Mongolia and noted “previous time in Mongolia helped me to grasp the cultural and army differences better, allowing me to communicate, instruct, and create relationships more effectively.”
Earlier this year, both teams supported a bilateral exercise called “Zev” (meaning “arrow tip”) focused on these training objectives in an extreme cold weather environment – an operating environment with which Mongolia is very familiar.
“The unit commander and I spoke often, and he’d often rib us about the weather,” related Maj. Morse. “‘It says here ‘Extreme Cold Weather training,’ he’d tell me, referring to part of the title of the event. ‘In Mongolia, this is not extreme.’”
In Mongolia, temperatures frequently dipped to -40 degrees and below during training.
“We ensured all our advisors had basic cold weather training, including several with advanced training from the Alaska schoolhouse,” Morse said.
“We combined with the Mongolians’ mastery of the elements and experience, creating conditions for a powerful subject matter exchange opportunity throughout training.”
Staff Sgt. Michael Catanzaro, the Senior Operations Advisor for MAT 5223, and Staff Sgt. Roy Wilson, the team’s Assistant Operations Advisor, completed cold weather training taught by the Northern Warfare Training Center.
The NWTC is located at the Black Rapids Training Site in Alaska, this was an integral part of the team’s preparation for the winter training.
“The [Cold Weather Leader’s Course] covered multiple topics from preventing injuries, to maintaining equipment, to land navigation, all in extreme cold and mountainous terrain,” Catanzaro explained. “The training allowed us to provide a baseline of knowledge to both our own advisors and our Mongolian partners.
Headquartered at Joint Base Lewis McChord, Washington, 5th SFAB Advisors have limited ability to train on cold weather operations.
“This training helped us have an exchange about how to use our issued cold weather gear, prevent cold weather injuries, and conduct combined small unit operations,” Catanzaro said.
Staff Sgt. Wilson, who completed the Isolation Survival Cold Region Course, added, “the exchange of knowledge helped us to understand each others’ gear and equipment and allowed us to conduct squad and platoon operations safely.”
In addition to cold weather training, MAT 5223 also benefited from their experience training with partners at the Joint Pacific Multinational Readiness Center in Hawaii earlier in the employment.
“After JPMRC, the team was in an effective mindset to integrate with Mongolian LFC,” explained MAT 5223 Team Leader, Capt. Dylan Ward.
“JPMRC gave us extra experience in developing programs of instruction to train with a partner force, team resiliency from conducting a field training exercise in austere conditions, and useful context in training small unit operations after seeing partner integration during a real, large-scale exercise," Ward said.
Advisors have also supported Mongolia’s initiatives to expand its NCO development.
“Last summer, in 2022, SFAB advisors supported the inaugural rotation of the Junior Sergeant Course, a course which complements existing NCO education in the Mongolian National Defense University,” describes 1st Sgt. Fernando Villafana, the team’s senior NCO.
SFAB Advisors were integrated into the program of instruction.
“Our team is supporting the current course, with Mongolian instructors-in-training who will begin lead in future courses.”
Sgt. 1st Class Nicholas Rouse, an infantryman currently serving as CAT 5220’s Senior Support Advisor, explained how these initiatives are connected.
“NCO development is an important complementary effort to small unit leadership and peacekeeping operations,” Rouse said. “The NCO training focus on engraining fundamental leadership qualities into junior Sergeants at the squad level. This is critical training to enable them to better plan, prepare and execute tasks at echelon.”
In addition to training, the Mongolians have welcomed Advisors into their cultural and social experiences.
Sgt. 1st Class Lester Reed, CAT 5220’s Fires Advisor, explains: “Cultural activities lets them know that we are invested in them and gives everyone a break from the training. Basketball [a popular sport in both countries] was a great way for them to work as a team and build chemistry.”
“In a particularly special event, the Advisors’ Mongolian partners hosted us for a celebration of Tsagaan Sar (meaning “White Moon,” the Mongolian Lunar New Year),” Morse said. “The Mongolians invited us into a traditional ger, owned by the cattle farmer who provides meat for the local unit.
Advisors had the opportunity to ride horses, help with farming chores, and participate in Mongolian traditions.
“These professional relationships extend beyond Advisors’ efforts while on the force package, as they work together again at other exercises, conferences, or train together again in Mongolia, Morse said.”
The 5th SFAB Advisors of Force Package 23-1 in Mongolia will transition efforts to the next force package to continue the partnership into the Summer of 2023.
