China to roll out new rare earths policy ‘as soon as possible’ www.rt.com
Amid the ongoing trade war with the US, the Chinese development and reform commission is currently developing new state policies on rare earth metals, and intends to make them public as soon as possible.
The spokeswoman for the Chinese state planning agency NDRC, Meng Wei, did not provide any further details at a Monday press conference.
Beijing’s veiled threats to restrict exports of rare earth metals to the US have been called by many as one of China's nuclear options in a trade conflict with Washington. The US relies on China for about 80 percent of its rare earths supplies. The metals are used in everything from electric car motors and electronics to oil refining. They are also vital for US national security, as they are used in many major weapons systems.
Washington has reportedly started exploring opportunities to purchase rare earth metals from African countries, but they cannot provide the volume that China can. Beijing's reserves account for roughly 30 percent of the world's total, and the country dominates global supply chain as it produces more than 80 percent of them.
Rare earth metals are a group of 17 chemical elements, namely gadolinium, holmium, dysprosium, europium, ytterbium, lutetium, neodymium, praseodymium, promethium, samarium, terbium, thulium, cerium, erbium, scandium, yttrium and lanthanum. Technically they are not rare but very difficult to find in large concentrations, and hard to process as the ores often contain naturally occurring radioactive materials.

Japan asks Mongolia to help with abduction issue www.nhk.or.jp
Japan's foreign minister has asked his Mongolian counterpart for help in resolving the issue of Japanese nationals kidnapped by North Korea.
Taro Kono and Damdin Tsogtbaatar held talks in Ulaanbaatar. Kono is the first Japanese Foreign Minister to visit Mongolia in nine years. The nation has longstanding friendly ties with North Korea.
Kono told Tsogtbaatar that Japan would like a summit with North Korea and has no preconditions for the meeting.
Tsogtbaatar showed his understanding of Japan's stance and agreed to cooperate.
The two ministers agreed on the importance of fully implementing UN Security Council's sanctions to make Pyongyang abandon its nuclear and missile programs.
North Korea launched short-range missiles last month.
Kono said in a joint press release that Japan will continue to stand with the people of Mongolia.
He expressed hope that the two countries will further boost their strategic partnership.

President Kh. Battulga delivers speech at the opening of Khaan Quest-2019 www.montsame.mn
Ulaanbaatar/MONTSAME/. At the opening of Khaan Quest-2019 held at the Five Hills Training Area on June 14, President and Commander-In-Chief of the Mongolian Armed Forces Kh.Battulga delivered a speech.
President Kh.Battulga said, "Peacekeeping mission has still remained one of the significant means to conduct various assignments ceasing armed conflicts, protecting the civilians, conducting disaster relief and rescue operations, providing humanitarian assistance, and rendering rehabilitation activities.
As a peace-prioritizing and a full-fledged member of the international community, Mongolia has been sending our Armed Forces to peacekeeping missions since 2002. Concurrently 17 thousand service members have served in the missions.
Peacekeeping is a tough job that requires training, endurance, courage, agility and skills. Constant training of the peacekeeping personnel allows to increase the mission execution capability and minimize the possible risks. Also it has extensive benefit to strengthen inter-operability and mutual understanding.
“Khaan Quest 2019” exercise is co-organized with the US Indo-Pacific Command and “Global Peace Initiative” program. I believe that this annual exercise would be beneficial for the peacekeepers to improve the professional skills, courtesy, discipline, knowledge, experience, and endurance.
I would like to wish the best success for the blue helmets who have the global efforts towards peace for the 17th iteration of “Khaan Quest” exercise.

PM U.Khurelsukh receives Foreign Minister of Japan Taro Kono www.montsame.mn
Ulaanbaatar /MONTSAME/ On June 16, Minister of Foreign Affairs of Japan Taro Kono, who is visiting Mongolia, paid a courtesy call on Prime Minister of Mongolia U.Khurelsukh.
At the beginning of the meeting, PM U.Khurelsukh briefed about policies of the Government of Mongolia on economy and cooperation. Moreover, the PM said the Government of Mongolia would pay attention on increasing benefits of Economic Partnership Agreement, promoting free trade cooperation agreement as well as participating in understanding between the United Nations and Japan from an active position.
Expressing gratitude to PM U.Khurelsukh, Mr. Taro Kono noted that the two countries have been actively collaborating in the fields of foreign policy, security, defense, education and health. "Therefore, I believe that selecting Mongolia as one of workforce importers would become an impetus to broaden the scope of bilateral ties and cooperation," added Mr. Taro Kono.
Following the meeting, PM U.Khurelsukh and Foreign Minister of Japan Taro Kono attended the inauguration ceremony of Mongolia-Japan Teaching Hospital at the Mongolian National University of Medical Sciences, built with non-refundable aid of the Government of Japan.

China, Russia, Mongolia vow to strengthen Trilateral Cooperation www.beltroad.news
Presidents of China, Russia and Mongolia pledged to strengthen trilateral cooperation during their meeting here on Friday.
The trilateral meeting, the fifth of its kind, among Chinese President Xi Jinping, Russian President Vladimir Putin and Mongolian President Khaltmaa Battulga was held on the sidelines of the 19th Shanghai Cooperation Organisation (SCO) summit.
The heads of state reviewed the achievements of trilateral cooperation and discussed the overall plan for the next phase.
Since the last gathering of the heads of state in China’s eastern port city of Qingdao last year, the three sides have maintained close communication and cooperation, and the trilateral cooperation has gradually developed, said Xi.
Noting that this year marks the 70th anniversary of the China-Russia and China-Mongolia diplomatic relations, Xi said China will hold celebrations with the two countries respectively.
Against the backdrop of rising protectionism and unilateralism, the three countries need to firmly promote regional cooperation and achieve common development, he said.
They should focus on the alignment of the three countries’ development strategies, promote comprehensive cooperation in all fields, and jointly release the positive signal of maintaining multilateralism and creating an open world economy, said Xi.
For the next phase, the three sides should deepen political mutual trust, increase mutual support, respect each other’s core interests, and strengthen coordination and cooperation in international and regional affairs, Xi stressed.
The Chinese president said the three countries should promote the implementation of cooperative projects within the framework of the China-Mongolia-Russia Economic Corridor, promote customs facilitation measures, upgrade major ports, and deepen sub-national cooperation.
The cooperation and coordination within the framework of the SCO should be expanded, said Xi.
Putin said Russia is committed to deepening its relations with China and Mongolia on the basis of mutual respect, equality and mutual benefit, and is ready to step up cooperation to promote the synergy between the Eurasian Economic Union, the China-proposed Belt and Road Initiative, and Mongolia’s Steppe Road program.
He also called on the three parties to enhance inter-connectivity in transportation, expand trade, and bolster cooperation in energy and finance.
Battulga said it is Mongolia’s unswerving policy to deepen the friendly cooperation with China and Russia, adding that his country is committed to pushing forward the trilateral cooperation and the construction of the China-Mongolia-Russia Economic Corridor.
He called on the three sides to set up institutional arrangements so as to accelerate the construction of a network of cross-border highways, facilitate customs clearance, strengthen energy cooperation, and discuss the construction of regional power grids.

Program Responsibilities:

ULAN BATOR, June 12 (Xinhua) -- Mongolia's foreign trade of goods rose 10.2 percent year on year in the first five months of this year, amounting to 5.58 billion U.S. dollars, official data showed Wednesday.
Exports grew 13 percent year on year to 3.26 billion dollars in the Jan.-May period, while imports rose 6.3 percent to 2.32 billion dollars, the Mongolian National Statistical Office (NSO) said in a statement.
Mining products, including coal, copper concentrates and iron ore accounted for 83.1 percent of the total exports in the period, the NSO said, noting that a significant increase in revenue from these types of products mainly contributed to the overall growth.
The Asian country traded with 135 economies across the world in the first five months of 2019.

Mongolia traded with 135 countries and the total trade turnover reached USD 5.6 billion, of which USD 3.3 billion were exports and USD 2.3 billion were imports. In May 2019, exports and imports reached USD 751.4 million and USD 548.8 million, respectively. Compared to the previous month, exports and imports increased by USD 11.1 million and USD 68.3 million, respectively.
Exports of mineral products, textiles, and textile articles, natural or cultured stones, precious metals jewelry make up to 96.6 percent of total exports. On the other hand, 68.9 percent of imports are mineral products, machinery, equipment, electric appliances, transport vehicle, and its spare parts and food products.
In May 2019, consumer price index increased by 7.9 percent from the same period of previous year, which was mainly contributed by increases in prices of food and non-alcoholic beverages group by 11.3 percent, alcoholic beverages and tobacco group by 4 percent, transport by 5.2 percent, housing, water, electricity and fuels group by 9 percent (electricity, gas and other fuels by 10.6 percent), and health by 9.5 percent.
At the end of May 2019, the amount of outstanding loan to entities, enterprises, and citizens amounted to MNT 18 trillion, increased by MNT 314.1 billion from the previous month and by MNT 3 trillion from the same period of the previous year.
In the first five months of 2019, 342.8 million units of securities worth MNT 86.5 billion were traded at the stock market, which is an increase of by MNT 21 billion or 32 percent compared to the same period of last year. The number of traded securities decreased by 7 million units.
Trades of government bonds in secondary markets amounted to MNT 26.1 billion in the first five months of 2019, which is lower by 482.5 million compared to the same period of 2018. In April 2019, MNT 1 billion worth of government bond was traded at the secondary market, while MNT 2.1 billion worth of government bond was traded at the secondary market in May 2019.
In the first five months of 2019, total equilibrated revenue and grants of the General Government Budget amounted to MNT 4 trillion and total expenditure and net lending amounted to MNT 3.8 trillion, resulting in a surplus of MNT 146.1 billion in the equilibrated balance.
General Government budget revenue was comprised of 81.5 percent of tax revenue, 8.3 percent of non-tax revenue, 9.6 percent of the future heritage fund and 0.6 percent of the stabilization fund. General Government Budget expenditure and net lending were comprised of 84.2 percent of current expenditure, 13.8 percent of capital expenditure and 2.1 percent of net lending.
In the reporting period of 2019, current and capital account balance deficit by preliminary result reached to USD 396.6 million, increased by USD 6 million compared to the same period of last year.
The Bank of Mongolia (BoM) has also reported that investment in mining declined from the previous year in the first quarter of 2019. It was dropped 16 percent to USD 443 million.

Sharp : Builds Mega Solar Plant near New Ulaanbaatar International Airport, Mongolia www.marketscreener.com
Sharp Energy Solutions Corporation (SESJ)*1 announces the completion of a mega solar power plant in Khushight Khundii, Sergelen district, Tuv province, Mongolia with partners including renewable energy company Sermsang Power Corporation*2 and Tenuun Gerel Construction LLC*3.
The power plant is located approximately 14 km southwest of the New Ulaanbaatar International Airport, which is currently under construction. Plans are to supply the electricity generated by the power plant to the central grid system which connected also capital of Ulaanbaatar and the new airport. In general, the longer the distance between a power plant and the facilities it is supplying, the greater the electricity loss. However, this new power plant will be able to efficiently supply electricity to the new airport and urban parts of Ulaanbaatar, areas predicted to see rising electricity consumption.
This power plant was constructed after selection as one of the Joint Crediting Mechanism (JCM) Model Projects*4 financially supported by the Ministry of the Environment, Japan.
The project is implementing under the cooperation between the Government of Mongolia and Japan. The 16.4 MW-dc solar power plant will generate 23,134 MWh per year, thus allowing reduction of greenhouse gas (GHG) emissions of 18,438 t-CO2 per year.
Mongolia's government aims to have renewable energy account for 30% of the country's energy mix by 2030, representing a 14% drop in greenhouse gas emissions compared to a BAU*5 scenario. Sharp remains committed to spreading the use of renewable energy in Mongolia.
