Harley-Davidson will build motorcycles in China at the risk of angering Trump www.rt.com

American motorcycle manufacturer Harley-Davidson said on Wednesday it is teaming up with China’s Qianjiang Motorcycle to make a new smaller motorcycle than its trademark ‘big hogs’.
The decision is part of Harley’s plan to cut costs and source half of its sales outside the United States by 2027. The company views China as a major growth market, with sales in the country increasing 27 percent last year compared to the previous year.

The new bike will have an engine displacement of 338 cubic centimeters, which is one of the smallest in the company’s 116-year history. It is planned to be sold in China from the end of 2020.

The company’s existing range of motorcycles is generally far larger and comes with engine capacities of more than 601 cubic centimeters.

Harley did not reveal a price range for the new motorbike, while Qianjiang said it would be “affordable.” According to Harley, it will be introduced elsewhere in Asia after the initial launch in China.

The decision is part of a longer-term strategy for dealing with lower sales in the US and higher costs because of trade tariffs. Its announcement to move more production outside the United States has angered President Donald Trump. He called for a boycott after Harley shifted production to Thailand.

Trump, however, made a U-turn to support the manufacturer, after the EU slapped tariffs on Harley-Davidson in retaliation for his tariffs on steel and aluminum imports.

Trump’s biggest move to end the ‘war on coal’ won’t rescue the industry www.bloomberg.com

President Donald Trump is scaling back sweeping Obama-era curbs on greenhouse gas emissions from power plants burning coal, his biggest step yet to fulfill his campaign promises to stop a “war” on the fossil fuel.

Yet the Environmental Protection Agency’s rewrite of the Clean Power Plan — which is being unveiled Wednesday — will do little to halt a nationwide shift away from that fossil fuel and toward cheaper electricity generated by the wind, the sun and natural gas.

The U.S. is experiencing “a wave of coal retirements — and we don’t think we’re near the end of it,” said Nicholas Steckler, head of U.S. power for BloombergNEF. “Coal is inferior to natural gas in many ways today — it’s less flexible, it’s higher cost, even its fuel is generally more expensive, and, of course, it’s dirty. It has so many reasons stacked against it.”

The EPA’s final “Affordable Clean Energy” rule is designed to pare carbon dioxide emissions by encouraging efficiency upgrades at individual power plants. Like an earlier proposal released in October, the final rule will empower states to develop performance standards for plants based on assumptions about the kind of improvements that can be eked out by plugging duct leaks, installing advanced soot blowers and making other upgrades at the sites.

EPA says more Americans will die under its power-plant rollback
Where the new plan focuses on what can be achieved at individual coal plants, the Clean Power Plan it is replacing aimed to drive broader changes in the U.S. electric mix and threatened to spur a wave of coal plant closures. That measure — one of former President Barack Obama’s signature initiatives to combat climate change — compelled states to make systemwide changes in the name of cutting emissions, from bolstering energy efficiency and adding renewables to shutting coal-fired plants altogether.

Industry advocates say the Trump administration is curbing federal government overreach and leveling the playing field.

“It won’t necessarily be the saving grace for coal,” but “this regulation gives coal a fighting chance,” said Nick Loris, an economist with the Heritage Foundation. The EPA is following the rule of law and removing “government-imposed barriers that will lead to increased innovation, competition and efficiency that will ultimately drive down pollution.”

The EPA’s new approach is rooted in Clean Power Plan foes’ arguments that the agency does not have legal authority to regulate emissions beyond the boundaries of existing plants. In some cases, efficiency gains spurred by the new rule could encourage utilities to run their coal power plants more often, undercutting potential environmental benefits.

The flexibility for states in the final rule should help stave off premature coal plant closures, said Michelle Bloodworth, president of the American Council for Clean Coal Electricity. “These improvements to coal plant competitiveness will help to increase the longevity of the existing fleet,” she said.

Environmentalists attacked the proposal, saying the EPA was shirking its responsibility to protect public health and the environment. The power plant measure comes as the agency separately moves to ease rules curbing greenhouse gas emissions from automobiles and oil wells.

“Any rule that resembles the proposal would amount to a do-nothing program that fails to protect Americans from climate change and fails to fulfill EPA’s responsibilities under the Clean Air Act,” said Sean Donahue, a lawyer representing the Environmental Defense Fund.

Environmentalists have already vowed to battle the replacement rule in federal court, setting up potential legal wrangling that could last years.

On the campaign trail in 2016, Trump promised to revive the coal industry and restore mining jobs — a message that resonated with the working-class voters who helped elect him. In coal-rich West Virginia, a once reliably Democratic state, Trump won 68% of the vote.

The Clean Power Plan rewrite is the Trump administration’s most tangible move to deliver on that promise, though the EPA has also proposed lifting a de facto requirement that any new coal power plants be built with expensive carbon-capture technology. The agency also has proposed that limits on mercury pollution from power plants are no longer “appropriate and necessary.”

Yet state regulations are also encouraging utilities to adopt more renewable wind and solar power. At the same time, the lower cost and cleaner-burning profile of natural gas has encouraged a shift toward that fossil fuel.

Power plant owners are unlikely to make dramatic shifts in their plans and portfolios based on the Trump administration policy change, especially given the prospects a new president could reverse course as soon as 2021 and amid competing pressure from state policies, said Bloomberg Intelligence analyst Kit Konolige.

“The economics and the desire in many jurisdictions for clean power continue to be the strong drivers of what gets done on the ground,” Konolige said.

While states and utilities with a significant amount of coal will have “more flexibility,” under the Trump administration approach, “everyone’s moving in the direction of eventually eliminating coal plants,” he said.

Some 65 gigawatts of coal-fired electric generating capacity have gone offline since 2011 — with another 41 gigawatts pending retirement and 105 gigawatts at risk of closure, according to BloombergNEF.

The Clean Power Plan never actually went into effect, having been halted by the Supreme Court in February 2016. Even without it, the U.S. is on track to meet its original goals of reducing greenhouse gas emissions 32% from 2005 levels by 2030, BNEF’s Steckler said.

Mongolia attracts 30 nations for peacekeeping exercise www.akipress.com

The Mongolian Armed Forces and U.S. Indo-Pacific Command have announced their participation in Exercise Khaan Quest 2019, scheduled to be held at the Five Hills Training Area, Mongolia on June 14-28, the DVIDS reported.

The Khaan Quest is a multinational exercise co-sponsored by U.S. Indo-Pacific Command and hosted annually by the Mongolian Armed Forces. Khaan Quest 2019 is the latest in a continuing series of exercises designed to promote regional peace and security. This year’s exercise marks the 17th anniversary of this training event.

Khaan Quest 2019 consists of a UN peacekeeping operations command-post exercise, a company training event, a staff training event, a field training event, and a critical enabler capability enhancement event at the Five Hills Training Area, all of which will focus on UN and international peacekeeping and stability operations. During these portions of the exercise, Mongolian, U.S., and multinational forces will work to enhance interoperability and mission effectiveness in common tactics, techniques, and procedures in accordance with UN doctrine for peacekeeping operations.

ADB, Mongolia sign deal to develop ecotourism in two national parks www.phnompenhpost.com

The Asian Development Bank (ADB) and the Mongolian government on Friday signed a $38 million loan to develop ecotourism in Khuvsgul Lake National Park and Onon-Balj National Park to serve as models for economically inclusive development and conservation in Mongolia.

Minister of Finance Khurelbaatar Chimed and ADB Country Director for Mongolia Yolanda Fernandez Lommen signed the agreement at a ceremony in Ulaanbaatar. Members of the ADB Board of Directors, led by Executive Director Kshatrapati Shivaji, witnessed the event. Representatives from the Ministry of Environment and Tourism also attended.

“This marks ADB’s first project loan in Mongolia to focus on tourism and protected area management,” said Fernandez Lommen. “ADB’s support promotes the country’s strategies and efforts to diversify the economy, improve climate-resilient infrastructure, protect the environment, and increase economic opportunities for residents in rural areas.”

The project will benefit around 11,000 residents as well as improve local environmental conservation and climate change adaptation and mitigation efforts. Khuvsgul Lake in Khuvsgul Lake National Park is Mongolia’s largest freshwater resource, while Onon-Balj National Park is the birthplace of Genghis Khan, a revered leader in Mongolia’s history.

In 2017, tourism comprised 11.4 per cent of Mongolia’s GDP, while generating $1.2 billion in revenue and providing 121,500 jobs. Developing tourism is a government priority to help diversify the economy. By 2028, tourism is forecast to provide 11.0 per cent of GDP, $2.1 billion in revenue, and provide 149,000 jobs. International visitors alone are expected to double to one million.

The Sustainable Tourism Development Project will improve planning for community-based tourism that will both support visitors but also create local income generation opportunities.

It will also upgrade tourism infrastructure, including tourism centres such as the Genghis Khan Tourism Complex and ticket booths, install toilets and other waste management facilities that will benefit both tourists and the host communities, and improve park management to safeguard wilderness areas. It will also pilot test Mongolia’s first tourism concession manuals and eco-certification programmes for protected areas.

ADB is committed to achieving a prosperous, inclusive, resilient, and sustainable Asia and the Pacific, while sustaining its efforts to eradicate extreme poverty. Mongolia and Hungary shine on Day 1 at FIBA 3x3 World Cup 2019 www.fiba.basketball

AMSTERDAM (Netherlands) - Mongolia's men and Hungary's women started their FIBA 3x3 World Cup campaign with a clean 2-0 record on June 18, 2019.

Asia Cup 2017 winners Mongolia continue impressing with every new event. The Asian 3x3 powerhouse defeated Russia 21-14 and then Estonia 20-17 to finish undefeated on Day 1 at the World Cup and top Pool B. Puerto Rico, Ukraine and Russia are tied with one win and the third day of competition will decide who will stamp their tickets to the quarter-finals.

In the other men's pool, Asia Cup reigning champs Australia started with a split record. After defeating Brazil, the Aussies lost to Poland in a really intense game that was decided in the last seconds. Europe Cup 2017 winners Latvia also started with a victory over Japan. Brazil could not bounce back after their first loss against Australia and were defeated by Japan in their second game of the day. Latvia and Poland met in a rematch of last year's World Cup Quarter-Finals with Poland going back to the hotel with a 15-13 win in the pocket.

International Energy Network Center to be established in Ulaanbaatar www.montsame.mn

Ulaanbaatar /MONTSAME/ An international scientific conference themed ‘Regional Integration and Mongolia’ took place at the Mongolian Academy of Sciences (MAS) on June 17.

Scholars and professors from Jilin University of China, Moscow State University of Environmental Engineering, East Siberia State University of Technology and Management and the University of Salford of the United States took part in the international conference, organized by the Institute of International Affairs of the MAS, having discussions on over 10 presentations under topics ‘Mongolia-Russia-China Economic Corridor’, ‘Governance and regional cooperation between China, Japan and S.Korea in globalization’, ‘Foreign trade and economic development of Mongolia’ and ‘New achievements in relations between Mongolia and China in the regional integration’.

16.4MW solar plant to supply Mongolia’s new international airport www.news.mn

Ulaanbaatar city and its new, soon-to-be-opened international airport will be partly powered by a photovoltaic (PV) plant, developed with financial support from Tokyo. Japanese group Sharp’s 16.4MW solar project in Khushight Khundii, in Mongolia’s Tuv Province, has wrapped up construction and ready to start operation.

The installation will supply 23.1GWh per year to the national grid, which powers Ulaanbaatar city and a new national airport that is scheduled to complete this year. The plant, representing 18,000-plus tonnes in CO2 savings, was built with support from the Japanese government.

The Khushight Khundii project follows Sharp’s completion last year of a PV plant, also boasting 16.5 MW of capacity, in the southern desert province of Dornogovi. The firm was also behind a 10MW project announced in 2016 northwest of Ulaanbaatar, described at the time as Mongolia’s first utility-scale PV scheme.

Mongolia is progressing towards a 30% renewable target share by 2030 as it works to power fast-growing Ulaanbaatar and other areas.

NRGI displays assessment result on Erdenes Mongol www.zgm.mn

Natural Resource Governance Institute (NRGI) has conducted an external assessment on the structure, operations and financial information of Erdenes Mongol (EM) SOE over the last two years and presented its results. Erdenes Mongol has 21 subsidiaries and the NRGI assessed the financial information of five companies, namely Baganuur JSC, Shivee Ovoo JSC, Erdenes Mongol LLC, Erdenes Oyu Tolgoi LLC, and Erdenes Tavan Tolgoi JSC.

Since its establishment in 2006, Erdenes Mongol did not report any profit until 2015. However, the company’s net profit amounted to MNT 41 billion in 2016-2018. Such profitability was the result of increased coal prices and coal transportation from Tavantolgoi to China.

Despite the increase in total profitability, EM and its subsidiaries do not pay dividends regularly to the Mongolian State Fund. However, some state-owned mining companies such as China Shenhua Energy, India’s Coal India, and Indonesia’s Antam pay 30-100 percent of their profits regularly to the state fund.

According to a study, EM has received external loans and assistance due to the deficit in financial reports, but the government and authorities’ monitoring on the matter is inadequate. By the end of 2017, the debt totaled MNT 877 billion. This is becoming a high risk for taxpayers.

The Government of Mongolia is the 100 percent owner of Erdenes Mongol LLC. The Government can improve the living standards of its people by implementing the activities in four areas, including functionality, management, and human resource, transparency, and control in order to make Erdenes Mongol profitable until 2035.

The average tenure of executive director of Erdenes Mongol's subsidiaries is 1.7 years. When the executives are replaced, over 80 percent of management teams are replaced as well. It is one of the main factors that Erdenes Mongol is not being profitable.

Cerberus Hunts for Yield in Mongolia www.wsj.com

New York-based Cerberus Capital Management LP is in talks to make its first investment in Mongolia as part of a broader push into the world’s riskiest markets.
The private-equity firm, which manages $39 billion of assets including shares in Deutsche Bank AG and Avon Products Inc., is in talks to buy a stake in the telecommunications and consumer goods units of MCS Group, one of Mongolia’s largest companies, according to people familiar with the situation. Cerberus may offer $110 million for a 25% stake in the units, one of the people said.
The Mongolian deal is being negotiated by Cerberus Frontier, a new investment team created in November when Cerberus acquired SGI Frontier Capital, a Singapore-based private-equity firm led by Gabriel Schulze and Alexander Benard. They specialize in emerging markets, with a particular focus on Mongolia, Ethiopia and the former Soviet republic of Georgia. Cerberus Frontier plans to raise a new fund dedicated to emerging markets, the people said.
Cerberus’s emerging-markets push comes as U.S. private-equity firms explore so-called frontier markets across Asia and Africa. Mongolia, the former states of the Soviet Union and the nations of Africa have proven challenging places to invest because of volatility in economies, currencies and politics. Blackstone Group and KKR & Co., for example, have both scaled back plans to explore frontier markets.
Still, the prospect of less competition in developing countries with fast-growing populations and periodically high economic growth keeps drawing investors. Mongolia’s economy grew 8.6% percent in the first three months of 2019. The country had just 13 private-equity deals totaling $139 million in the last 11 years, according to the Washington-based Emerging Markets Private Equity Association.
Private-equity firms are raising more money for emerging markets. The amount raised increased 36% to a record $90 billion in 2018 from 2008, according to EMPEA. In the same period, private-equity fundraising for investment in the U.S. rose 6% to $235 billion.
Cerberus last year bid for Abraaj Group, which was the largest emerging markets private-equity firm before it collapsed amid fraud allegations. Cerberus ended takeover talks in July as Abraaj’s legal problems mounted. The founder of Dubai-based Abraaj and five of his deputies now face trial in the U.S.
Mr. Schulze and Mr. Benard talked to Cerberus co-Chief Executives Stephen Feinberg and Frank Bruno throughout 2018, the people familiar said. As Cerberus’s leadership lost trust in Abraaj, they continued to believe in Abraaj’s strategy of focusing on emerging markets, the people said. When the Abraaj talks ended, Cerberus decided to explore frontier markets through the acquisition of SGI Frontier.
Cerberus Frontier plans to market its new fund to pension plans and other asset managers, including those who invested in Abraaj’s funds, the people said.
In Mongolia, SGI Frontier has a portfolio of loans made with funding from investors including the Overseas Private Investment Corp., a U.S. government agency. In Georgia, the firm has invested mainly in hydroelectric dams which use the mountainous nation’s streams to make electricity. In Ethiopia, the firm has invested in companies including Afriflora, a large rose farm KKR previously owned.
Cerberus has created a dedicated investment committee to decide which companies its frontier team should invest in, including Messrs. Feinberg, Bruno, Schulze and Benard.
Mongolia has a “boom-to-bust” track record in attracting foreign investment, according to a World Bank report published last year. Foreign direct investment hit a record $4.5 billion in 2011 fueled by a rapid expansion of the landlocked nation’s mining sector. Investment later fell as commodity prices slumped.
